COMMUNITY MEETING ON SECURITY Thank you to the twenty eight residents who attended the Community Security meeting on April 11, 2019. Helpful information was provided by the Washtenaw County Sheriff’s Department personnel, with thoughtful questions from the audience and productive group discussion. A summary of the meeting along with next steps from the BHV Security Committee will be published in an upcoming Barton Bulletin.
SPRING BRINGS…
Potholes The BHV staff will be filling potholes as soon as the asphalt company begins to make hot patch material. The Roads Committee is also busy prioritizing road sections and seeking quotations for this year’s road paving projects.
Lawn Debris The BHV staff will pick up brush and sticks gathered by homeowners for disposal (lawn service providers are expected to haul away their clean-up debris). Please separate out sticks/brush, that can be chipped, from leaves and other debris. Place piles near the driveway or road where the staff can see and collect them as their work schedule allows.
Septic Pumping Contact the BHV Clerk’s Office when making an appointment for septic pumping so a staff member can come at the same time to fill out necessary paperwork.
BHV Ordinance No. 21 requires pumping at least every 4 years or more often as needed.
Medicine Cabinet Clean Out Find a comprehensive list of local options for safely disposing of drugs (which should not be flushed or put in regular trash) at michigan.gov/deqdrugdisposal.
PROPOSED MARIHUANA ORDINANCE On November 6, 2018, Michigan voters approved Proposal 18-1, which legalized recreational marijuana and created the Michigan Regulation and Taxation of Marihuana Act (MRTMA, using the less common but equivalent spelling of marijuana). This is new legislation, separate from other laws concerning medical marijuana, that authorizes the possession and nonmedical use of marijuana by individuals 21 years of age and older, while establishing a regulatory framework to control the commercial production and distribution of marijuana outside of the medical context.
There are many questions about the MRTMA and what the rules will be for commercial establishments relative to recreational marijuana. The BHV Trustees have reviewed the BHV Zoning Ordinance and determined that such commercial operations would be difficult to establish and regulate within the Village, and will likely be available in other nearby areas. Therefore, the Trustees propose Ordinance No. 56 as stated below.
THE BOARD OF TRUSTEES OF BARTON HILLS VILLAGE ORDAINS THAT CHAPTER 28 MARIHUANA ESTABLISHMENTS BE ADDED TO THE BARTON HILLS VILLAGE CODE AS FOLLOWS:
3:80 – Findings. The Michigan Regulation and Taxation of Marihuana Act was initiated by the
voters of the State of Michigan pursuant to Proposal 1, the Marijuana Legalization Initiative, on November 6, 2018. The Act authorizes cities, villages, and townships to completely prohibit
marihuana establishments within their boundaries.
3:81 – Prohibition. Pursuant to that authority, marihuana establishments as defined in the Act
are hereby prohibited within the Village of Barton Hills Village, Washtenaw County, Michigan.
3:82 – Penalties Each violation of this ordinance shall be a civil infraction punishable by a civil
fine of up to $100.00.

BHMC NEWS The BHMC 2019-20 budget was approved by shareholder vote (37/0). Work continues on the waterfront project, including cooperative arrangements with Barton Boat Club and on-going shoreline landscape management.
