BARTON HILLS VILLAGE PLANNING COMMISSION MEETING
February 18, 2014
The regular meeting of the BHV Planning Commission was called to order by Chair Weingartner at 6:47 PM at the Village Hall.
ROLL CALL Present: Commissioners CMacKrell, JMacKrell, Wallace, Weingartner and Zoldan. Absent: Commissioners Curtner and Richards. Others present: ZPA Perry.
PUBLIC COMMENT None.
MINUTES The minutes of the November 12, 2013 meeting were approved as printed. (CMacKrell/Zoldan/P unanimously)
COMMUNICATIONS/ANNOUNCEMENTS None.
REPORTS None.
UNFINISHED BUSINESS Zoning Ordinance Discussion of the map attached to the proposed zoning ordinance focused on whether the three parks owned by Barton Hills Maintenance Corporation should be zoned Recreational-Conservation rather than Residential-Single Family. Comments included:
–A change in zoning designation would not change the assessment for tax purposes so that has no bearing on the discussion.
–Changing the zoning would bring the zoning map more in line with the Master Plan map which indicates the use of the parks as Conservation. –Changing the zoning would more accurately reflect the expectations of the BHV residents and reduce confusion.
–BHMC owns other very small parcels that are not being considered. Only the three parks, that are able to be clearly identified, would be changed.
–The current map is the same map that has been attached to the zoning ordinance and been in use since 1975. There was no comment on the map at the public hearing when the proposed zoning ordinance with the map was discussed.
–Since parks are a permitted use in the Residential-Single Family district, changing the zoning would have no impact, so why bother.
–In order to build a residence on one of the parks, other conditions such as lot size would have to be met. The parkland is owned/controlled by BHMC and the topography

would be very difficult to build on. There are enough constraints to protect the properties. It was unclear whether changing the zoning map would necessitate another public hearing and the Commissioners felt that Mr. Carlisle’s input would be helpful. Therefore a special meeting of the Planning Commission to discuss the zoning map was set for Tuesday, March 25, 2014 at 6:30 PM at the Village Hall, contingent on Mr. Carlisle’s availability to attend.
