MINUTES OF BOARD MEETING

TRUSTEES OF BARTON HILLS VILLAGE

 July 12, 2021

 

The regular meeting of the Board of Trustees was called to order by President Smith at 6:01 PM via online video/phone conference due to the COVID-19 pandemic.

ROLL CALL     Present:  Trustees Al-Awar (Barton Hills Village, Washtenaw County, MI), Benson (Barton Hills Village, Washtenaw County, MI), Darden (Ann Arbor, Washtenaw County, MI), Hensinger (Barton Hills Village, Washtenaw County, MI), Holmes (Barton Hills Village, Washtenaw County, MI), Popp (Barton Hills Village, Washtenaw County, MI), and Smith (Barton Hills Village, Washtenaw County, MI).   Absent:  Trustees Conlin and Haitam.
Others attending:  Asst. Treasurer Carey, Supt. Hnatow, ZA Perry, and ZH Malan.

 

WASHTENAW COUNTY SHERIFF     The officer was not able to come due to scheduling, but hopes to attend the August 9, 2021 meeting.

 

PUBLIC COMMENT     None.

 

MINUTES     Minutes of the June 14, 2021 Trustees meeting were approved as printed.  (Al-Awar/Hensinger/P)                                                                                    

 

FINANCE/FINANCE COMMITTEE  (Benson/Carey)     The June 2021 Budget to Actual and June 2021 Cash Balances reports were acknowledged.  The Cash Disbursements for June 2021 were approved as printed (Aux. Book XIX F(5)).  (Hensinger/Holmes/P)

 

STANDING REPORTS

Zoning Administrator  (Perry)   No report.

Planning Commission  (Hensinger)   No report.

 

COMMITTEE REPORTS
Water  (Popp)   The committee had no new information on the proposed developments in Ann Arbor Township.

Roads  (Al-Awar)   Paving projects have been completed.

Community Activities  (Darden)   The committee will be meeting on July 14, 2021.

Long Range Planning  (Haitam)   No report.

Environmental  (Hensinger)   BHMC is still working on the permits necessary from EGLE for the Barton Pond drawdown, and the options are expensive.  The cost for the next step (drawdown but no dredging) is $5000.  BHMC hopes that BHV will again share half the cost ($2500).  Barton Boat Club has purchased a few mats at $400 each that can be put on the pond bottom to suppress the weeds.

Zoning/Planning  (Hensinger)   No report.

Security  (Holmes)   Costs are being investigated, with a proposal anticipated for presentation at the August 9, 2021 meeting.

Vacancy Process  (Conlin)   No report.

Human Resources  (open)

 

UNFINISHED BUSINESS     Three options were considered regarding future Board of Trustee meetings.  Two options were adopted:

From August-December 2021, in accordance with Public Act 254 2020, Washtenaw County’s March 17, 2021 declaration of a local emergency due to Covid-19, and current CDC Covid-19 guidelines, the Trustees of Barton Hills Village will employ procedures sufficient to host hybrid meetings of in-person plus remote attendance. (Benson/Darden/P)

 

From August-December 2021, the Trustees of Barton Hills Village will employ the following procedures stipulated by Public Act 254 and recommended by the CDC sufficient to protect the safety of the public and the Trustees:

  1. To the extent feasible in the Village Hall, ensure adherence to social distancing and mitigation measures for the purpose of preventing the spread of Covid-19;
  2. Adopt heightened standards of facility cleaning and disinfection to limit participant exposure to Covid-19;
  3. Expect all non-Covid-19 vaccinated persons to wear a mask;
  4. Publish advance notice to the public that provides sufficient opportunity and contact information for the public to contact that/those Trustee(s) intending to attend the meeting remotely;
  5. As-per provisions in the Open Meetings Act and Public Act 254, utilize two-way communication technology that enables any Trustee to attend the meeting remotely, and the public to engage in the meeting;
  6. Make a public announcement at the outset of the meeting of any Trustee attending the meeting remotely. (Holmes/Popp/P)

 

NEW BUSINESS   The Michigan Municipal League ballot to elect members of the Worker’s Compensation Fund Board of Trustees was approved as presented. (Al-Awar/Popp/P)
President Smith will participate in a Michigan Department of Transportation Road Safety Audit of the M-14/Main Street/Barton Drive area.
