MINUTES OF BOARD MEETING
TRUSTEES OF BARTON HILLS VILLAGE
December 12, 2022
The regular meeting of the Board of Trustees was called to order by President Holmes at 6:58 PM at Walter Esch Hall plus online video/phone conference.
ROLL CALL Present: Trustees Al-Awar, Conlin, Darden, Haitam, Hensinger,
Holmes, Perry, and Popp. Absent: Smith
Others attending: ZA Capozza, Asst. Treasurer Carey, Derek Reeves, BHMC President David, one guest and six residents.

PUBLIC COMMENT
–BHMC President David provided comment from the BHMC Board of Directors.
–One resident mentioned that the holiday caroling on Sunday, December 11, 2022 was a success.
FINANCE/FINANCE COMMITTEE (Carey) The November 2022 Budget to Actual and Cash Balances reports were noted. The Cash Disbursements for November 2022 were approved as printed (Aux. Book I G(9)). (PerryConlin/P)
Updates were provided regarding the glitch in mail services, bank interest changes, and researching savings options.
STANDING REPORTS
Zoning Administrator (Capozza) ZA Capozza gave an update on several projects.
Superintendent Derek Reeves provided the Superintendent’s Report on Supt. Hnatow’s behalf. Topics discussed were the recent EGLE water inspection, security, and employee housing. The Trustees approved Cameron Griggs to move into the 215 Barton Shore employee house. (Perry/Conlin/P) Village code updates were also discussed in regards to security and dog regulations. It was suggested dog regulations should be modified to include other animals that are pets.
COMMITTEE REPORTS
Human Resources (Conlin) No report.
Long Range Planning (Darden) No report.
Roads (Al-Awar) No report.
Security (Holmes) There were two incidents where residents were endangering workers when the roads were closed for water repairs. In one of the incidents, the police were called and an arrest resulted.

Community Activities (Smith) Provided during public comment.
Environment (Hensinger)
–Recycling presentation by Carla Cell included results of the recycling survey and possible options.
–The Deer Management Plan is in progress.
Climate Resilience Subcommittee (Popp) Climate Corner articles will now be in the Barton Bulletin regularly.
UNFINISHED BUSINESS No further information was available regarding Barton Green.
NEW BUSINESS The 2023 Meeting Schedule was approved. (Perry/Darden/P)
It was noted that the October meeting minutes referred to a possible amendment to section 1:63 of Chapter 6 of the Village Code. It was agreed that no ordinance amendment had been adopted at the October meeting.
A Code Review Subcommittee composed of Trustees Conlin, Haitiam, Perry and Smith was established to study potential amendments of the Village Code.
There being no further business or objections, the meeting was adjourned at 8:09 PM.
