MINUTES OF BOARD MEETING                        

TRUSTEES OF BARTON HILLS VILLAGE

December 9, 2024

The regular meeting of the Board of Trustees was called to order by President Torres at 6:02 PM at Walter Esch Hall.  New Trustee Brooke Calabrese took the oath of office and was seated on the Board.

ROLL CALL     Present:  Trustees Calabrese, Capozza, Darden, Haitam, Hensinger, Perry, Prager, Smith and Torres.  Absent:  None
Others attending:  BHMC President David, Supt. Reeves, Asst. Treasurer/ZA L.Reeves, Deputy Clerk McDevitt, one resident and one guest.

PUBLIC COMMENT     BHMC President David gave an update on short term rentals/Airbnb. It is a BHMC violation to operate a business out of your home.

–One resident spoke on the AT&T lease.

Public comment closed at 6:11 PM.

WADE TRIM UPDATE    Shawn Keough with Wade Trim Engineering gave an update on work completed thus far for the 3 water main designs on Colliston/Oakdale, Hillspur and Corrie Rd.

–Design is about 60% complete and little over 50% on budget.

–Will look at different decision options such as HDPE.

–Need to get Permits through EGLE

FINANCE  (Smith)   The November 2024 Budget to Actual and Cash Balances reports were noted. The Cash Disbursements for November 2024 were approved as printed. (Aux. Book XI G). (Perry/Darden/P)

–$150,100 in water usage bills were issued to nearly all homeowners in mid-November. A few more bills with complexity will be going out this week.

–Received $150,000 from BHMC as per our Roads Maintenance Agreement.

–55% of budgeted expenses have been spent as of November 30th.

–Will look at ACH option for residents to pay Village bills.

–Will research Flagstar Bank T-Bills to see if they’re a viable option for the Village to earn more interest.

–Will review Juniper Lane legal expenses and return in January with a recommendation on whether or not any more should be billed to the homeowner.

–Starting early 2025, those billed by the Village will have the ability to pay their invoices via credit card. Any fees charged by the credit card company will be paid by the Payor

STANDING REPORTS

Zoning Administrator  (L. Reeves)   25% complete on the Zoning Administrator online Citizen Planner class at MSU.

Planning Commission  (Hensinger)  Needs to meet and make a schedule of meetings for 2025. We have 2 Commissioners that are still active. Matt Shirilla and Laura Weingartner. President Torres will appoint Commissioners by January 2025.

 Superintendent  (Reeves)   A new chlorinator was partially installed.

–A new motor controller was installed at pump house 3.

–Annual road closure was on Monday December 9th. It went well, had to turn away a couple of people. Will plan further ahead next year with more communication.

–Action Traffic to do guardrail work being done on December 16th.

–Vactor Truck will be here on December 11th to fix curb stops.

–Brevalle excavators will be on site December 12-13th to replace galvanized water service lines to a few homes on Barton Shore Dr.

— Change trash/recycle schedule to every other Monday instead of 1st, 3rd and 5th Mondays of the month. Perry/Darden/P with Haitam voting no)

UNFINISHED BUSINESS     BHV has requested 5 million cubic feet for the guaranteed future water allocation to Ann Arbor Township.

–Both the AT&T and T-Mobile cell tower contracts are in negotiation. In January, Superintendent to report back to Trustees on options for consultant or attorney that specializes in these types of contracts.

NEW BUSINESS    BHMC prohibits short term rentals/Airbnb and has contacted one homeowner to cease & desist. The City of Ann Arbor and Ann Arbor Township also prohibit short term rentals/Airbnb. If these existing entities’ efforts are insufficient, the Village will consider drafting an ordinance.

–Three employee houses are empty currently. The Long Range Planning committee will look into future options regarding the future of employee houses. President Torres, President Pro Tem Darden, and Trustees Perry/Calabrese volunteered as a sub-committee to review options.

There being no further business or objections, the meeting was adjourned at 7:49 PM.
