BARTON HILLS VILLAGE PLANNING COMMISSION MEETING
April 10, 2008
The meeting of the BHV Planning Commission was called to order by Chair Laura Weingartner at 7:42 PM at the Village Hall.
ROLL CALL Present: Commissioners Boddie, Nichols and Weingartner, ZPA Perry. Absent: Commissioners MacKrell and McCabe. Others present: Amy Golke from Birchler Arroyo Associates.
PUBLIC COMMENT None.
MINUTES Motion The minutes of the February 7, 2008 meeting were approved as printed. (Boddie/Nichols/Passed unanimously)
COMMUNICATIONS/ANNOUNCEMENTS Mr. Boddie stated that $10,000 has been included in the 2008-2009 Barton Hills Village budget for the Planning Commission.
REPORTS Amy Golke from professional planning company Birchler Arroyo Associates distributed written materials and gave a presentation. Her comments included: –Birchler Arroyo is an award-winning company with significant experience in planning services. All planners on staff are nationally certified. –A team approach is utilized, with emphasis on building relationship with the community. –Birchler Arroyo has experience working with smaller, primarily residential communities similar to Barton Hills Village. (Example of Huntington Woods plan shown) –The work will focus on identification of the character of the community, setting forth of future goals and developing strategies to achieve those goals. –The master plan will be presented in a concise, user-friendly format, with data in summaries or appendices so the plan is the main focus at the beginning of the document. High quality maps and images will be featured. –The latest technologies will be used, with multiple options for public input (open house, issues forum, workshops, on-line surveys, etc.). –The project will probably take about six months, with three additional months for the actual adoption process (waiting for responses from surrounding communities, etc.). The cost is estimated at $14,000-18,000. Ms. Golke will provide additional information about the company’s hourly rates
The Commissioners described the relationship of BHV and BHMC in the oversight of the community, noting that much of what is covered in the sample master plan displayed (architectural features) would not be included in the BHV plan. The goal of the Planning Commission is to develop a simple, solid plan that is legally defensible and that will be the basis for a more functional zoning ordinance. Ms. Golke left

UNFINISHED BUSINESS The Commissioners discussed the attributes of the three professional planning companies interviewed. While all three companies were deemed reputable and competent, the Commissioners concluded that Carlisle Wortman was the best choice for BHV, based on experience and knowledge of the community and surrounding areas (the company has done a substantial amount of similar work for Ann Arbor Township). This familiarity with the area and the planning process will hopefully enable the company to help develop a simple, appropriate plan in an efficient manner. The Commissioners agreed that a solid master plan will be the basis of the muchneeded revision of the BHV zoning ordinance. Motion The firm of Carlisle Wortman will be hired to work with the Barton Hills Village Planning Commission on development of the BHV Master Plan (Boddie/Weingartner/Passed unanimously). Mr. Perry and Mrs. Esch will gather informational material about Barton Hills to be sent to the company.
NEW BUSINESS Mr. Perry’s monthly ZPA reports to the BHV Trustees will be emailed to the Commissioners as well.
