MINUTES OF BOARD MEETING                       

TRUSTEES OF BARTON HILLS VILLAGE

 

April 10, 2023

 

The regular meeting of the Board of Trustees was called to order by President Holmes at 8:08 PM at Walter Esch Hall.

 

ROLL CALL     Present:  Trustees Al-Awar, Conlin, Haitam, Hensinger, Holmes, Perry, Popp, and Smith.     Absent:  Trustee Darden.
Others attending:  ZA Capozza, Asst. Treasurer Carey, Supt. Hnatow, and BHMC President David.

 

FENCE PERMIT     264 Barton Shore Dr (Dong/Guan)  Application for construction of an animal fence. The owner was present and explained the request for a fence to create a double layer of protection for her chickens/geese from outside predators.  The fence will reinforce what they currently have and will provide better security for their animals at night.  The fence is not in the setback.

The public hearing was convened at 8:10 PM.  There being no public comment, the hearing was closed at 8:11 PM.

Motion   The permit to construct an animal fence at 264 Barton Shore Drive was approved. (Popp/Perry/P)

 

WALL PERMIT     340 Barton North Drive (Magnus)  Application for construction of  landscape/retaining walls.  The architect was present and explained the request for the walls in relation to the renovation of the existing pool house.  Two 20” dry laid walls will be built on a layer of compacted gravel.  The walls are not in the setback. No engineering study is required.

The public hearing was convened at 8:15 PM.  There being no public comment, the hearing was closed at 8:16 PM.

Motion   The permit to construct landscape/retaining walls at 340 Barton North Drive was approved. (Popp/Hensigner/P)

 

MINUTES     Minutes of the March 13, 2023 Trustees meeting were approved as printed.  (Perry/Popp/P)

 

PUBLIC COMMENT     BHMC President David noted recent BHMC activities.  Written comment regarding the fence on Barton Shore Drive and request for speed table at Barton Shore Drive near Underdown Road were acknowledged.

 

FINANCE  (Smith/Carey)

Applicable legal fees will be invoiced to the 320 Juniper Lane project applicant per Zoning Ordinance Section 3.07It was noted that only the President can activate the village attorney for services.  The Cash Disbursements for March 2023 were approved as printed (Aux. Book IV G(2)). (Perry/Holmes/P)

Information was provided on potential opportunities in the Inflation Reduction Act.  The Finance Committee will report back to the Trustees.

 

At their next meeting on April 26, 2023 the Finance Committee will address:

–potential updates to the purchasing process including emergency purchases, preferred vendors, and purchase approval limits

–FDIC insurance limits for village bank accounts

The Resolution for Budget Revision regarding the tipper/claw purchase that was delayed due to supply chain issues was approved.  (Hensigner/Perry/P)

The Finance Committee recommendations regarding the existing payment process and completion of new and complex tax forms were approved as printed in the report.  (Perry/Hensinger/P with Haitam voting no)

 

STANDING REPORTS

Zoning Administrator  (Capozza)   No report.

 

Planning Commission  (Hensinger)   The Planning Commission will meet on April 11, 2023 to discuss ordinance reviews regarding trees and steep slopes.

 

Superintendent  (Hnatow)   Supt. Hnatow and the maintenance team were complimented for their hard work on the storm clean up.  A fence will be put up along the employee housing to control foot traffic from the trail.

 

COMMITTEE REPORTS

Security  (Holmes)   No report.

 

Water  (Perry)   The Water Committee will meet on April 12, 2023 via Zoom to address several items including the water main bids, other state mandates and a specific water quality question raised by a resident (who is invited to attend the meeting).

 

Community Activities  (Smith)   No report.

 

Environment  (Hensinger)   No report.

 

Human Resources  (Conlin)   Minor changes to the Employee Manual will be presented at the next meeting.

 

Long Range Planning   (Darden)   Absent.

 

Roads/Vehicles (Al-Awar)   Minimal paving/patching will be done until the water projects are completed.  Speed issues, other noted repairs, and setting up a reserve fund will be addressed, as well as discussed with the Joint Roads Committee.

 

UNFINISHED BUSINESS

–The Trustees will study the draft of proposed changes to the Village Code, with discussion at the next meeting.

–The remaining agenda items (fee schedule, fence/wall permits) will be moved to the May agenda.

 

There being no further business or objections, the meeting was adjourned at 9:24 PM.
