MINUTES OF BOARD MEETING                      

TRUSTEES OF BARTON HILLS VILLAGE

April 8, 2019

 

The regular meeting of the Board of Trustees was called to order by President ProTem Smith at 6:00 PM at Walter Esch Hall.

ROLL CALL     Present:  Trustees Al-Awar, Benson, Butterwick, Hensinger, Popp, Saldana, Smith, and Turner.   Absent:  Trustee Torres (phone).

Others attending:   Asst. Treas. King, Supt. Hnatow and two residents.

 

PUBLIC COMMENT     One resident spoke regarding road ownership.

 

MINUTES     Minutes of the March 11, 2019 Trustees meeting were approved as printed.  (Butterwick/Turner/P)  

Minutes of the March 25, 2019 Special Trustees meeting were approved as printed.  (Butterwick/Popp/P)  

 

FINANCE/FINANCE COMMITTEE     The Cash Balances report was distributed.  The Cash Disbursements for March 2019 and status of the Motor Vehicle Highway Fund were discussed.    

 

STANDING REPORTS

Zoning Administrator  (Perry) No report.

Planning Commission  (Hensinger) No Report.

 

COMMITTEE REPORTS

Roads/Vehicles  (Al-Awar)  Five vendors were contacted to request paving quotes;  one quote has been received so far.

Security  (Butterwick)  A Community Safety presentation will be given by Washtenaw County Sheriff’s Department representatives on Thursday, April 11, 2019 at 6:00 PM at Walter Esch Hall.  Reminders will be sent to residents the day before the meeting.

 

Water  (Popp)

–A second  quote has been received for the Reliability Study, at a cost of $13,700 (first quote $18,900).  The bids were both determined to be in line with MDEQ requirements and both companies are of sound reputation/references.  Motion  Hennessey Engineering will be contracted to provide the Reliability Study at a cost no greater than $13,700, with commitment to finalize all work with the necessary authorities.

–The 2018 Water Consumer Confidence Report will be distributed to residents soon.

–The Water Committee continues to work on a public education document (Water Primer) and on discussion of water rates/anticipated future costs.

–Trustee Popp and Deputy Clerk Esch are attending meetings of the Middle Huron Partners and Stormwater Advisory Group, of which BHV is a member.

Human Resources  (Smith) No report.

Long Range Planning  (Turner) No report.

Recreation  (Benson) No report.

Zoning/Planning  (Hensinger) No report.

Environmental  (Saldana) No report.

 

UNFINISHED BUSINESS     None.    

 

NEW BUSINESS

Proposed New Ordinance.  The Michigan Regulation and Taxation of Marihuana Act (initiated by Michigan voters on November 6, 2018) was discussed.  The Act governs businesses related to recreational marihuana but also authorizes communities to prohibit such establishments.  Given that BHV Zoning provides few opportunities for business establishments (recreation/golf club and home occupations), an ordinance was proposed to prohibit marihuana establishments.  Motion  Proposed ordinance No. 56 was approved to be published in the Barton Bulletin for public comment, and will be further discussed at the May 13, 2019 Board of Trustees meeting.  (Turner/Butterwick/P)
