TRUSTEES OF BARTON HILLS VILLAGE

August 12, 2024

 

The regular meeting of the Board of Trustees was called to order by Trustee Hensinger at 7:39 PM at Walter Esch Hall.

 

ROLL CALL   Present:  Trustees Al-Awar, Haitam, Hensinger, Perry, Popp and Smith. Absent:  Trustees Conlin, Darden and Holmes.
Others attending:  ZA Capozza, BHMC Pres. Jeff David, Supt. Reeves, Asst. Treasurer Reeves, BHV Attorney Scott Munzel, two residents, one member of the public

 

MINUTES   Minutes of the July 8, 2024 Trustees meeting were approved (Smith/Haitam/P with Al-Awar abstain)*

 

PUBLIC COMMENT

 

–One resident and the BHMC President made a public comment.

 

ZONING  The zoning variance requested at 320 Juniper Lane was denied by the Zoning Board of Appeals, negating the need for further discussion of the project.

 

FINANCE  (Smith)   A written Treasurer’s report was provided to the Trustees.  –The Credit and Budget to Actual reports were acknowledged.

–The July 2024 checks for were approved as printed (Aux. Book XI G).  (Perry/Hensinger/P)

–The July 2024 credit card transactions were approved as printed (Aux. Book XI G).  (Perry/Hensinger/P)

–The Village Auditor Rana Emmons of PSLZ, LLP was present to address the 2 questions raised during the Board of Trustees meeting in July 2024. A written response was provided to all Trustees, which Ms. Emmons verbally reviewed. Ms. Emmons also responded to a question from a Trustee.

 

STANDING REPORTS

 

Zoning Administrator  (Capozza)  No discussion due to deck/patio being denied at 320 Juniper Lane. Would like board to approve forwarding attorney fees to be billed concerning 320 Juniper Lane, to the homeowner. Trustees discussed that they would need to know the total expense that will be billed in order to approve a specific amount to be assessed to the homeowner. Village Attorney Scott Munzel stated that he can have the bill prepared for discussion at the September Board of Trustees meeting.

 

Planning Commission  (Hensinger)   No report.

 

Superintendent  (Reeves)   New hire-Theresa McDevitt, Deputy Clerk. Lead & copper inspections: Premier Hydro Excavation has completed 19 inspections. Scheduled to return in September and aim to have 1/3 of the Village lead survey inspections completed this year. Guardrail work scheduled for the end of August. The Trustees requested Wade Trim report at the next meeting on their progress with the engineering and other work preparing for the water main replacements on Colliston, Corrie and Hillspur roads.

 

COMMITTEE REPORTS

 

Roads/Vehicles (Al-Awar)   Entrance to Village not looking good would like better landscaping. Recommend hiring temp employees to do landscaping.

 

Security  (Holmes)   No report.

 

Water  (Perry)   Water Committee Report/Proposed Water Meter Ordinance tabled until next meeting.

 

Community Activities  (Smith)   No report.

 

Environment  (Hensinger)   No report.

 

Climate Resilience (Popp)  On August 27th, a representative from Ann Arbor’s Climate Resilience initiative will be speaking. All residents are invited and a notice will be published in the Barton Bulletin.

 

Human Resources  (Conlin)   No report.

 

Long Range Planning  (Darden)   No report.

 

UNFINISHED BUSINESS     None.

 

NEW BUSINESS    BHMC Pres. David discussed concern about the new development neighborhood Maple Ridge, off Whitmore Lake Rd & Warren Rd planning to rename the development to Barton Ridge, suggesting that residents may want to attend an Ann Arbor Twp Planning Commission meeting to relay any issues with the renaming of the development. In response to a resident’s concern regarding speeding and pedestrian safety, It was proposed that a combined committee be formed with the BHV Trustees and Maintenance Corporation focusing on Road Safety. Jeff David will present this concept to the next BHMC meeting.
