MINUTES OF BOARD MEETING                         

TRUSTEES OF BARTON HILLS VILLAGE

December 11, 2023

 

The regular meeting of the Board of Trustees was called to order by President Holmes at 6:00 PM at Walter Esch Hall.

 

ROLL CALL     Present:  Trustees Al-Awar, Conlin, Darden, Haitam, Hensinger, Holmes, and Popp.   Absent:  Trustees Perry and Smith.
Others attending:  Supt. Hnatow, ZA Capozza, Asst. Treasurer Reeves, and one resident.

 

MINUTES     Minutes of the November 13, 2023 Trustees meeting were approved as printed(Holmes/Haitam/P with Al-Awar and Darden abstain)

 

PUBLIC COMMENT     New Assistant Treasurer Lauren Reeves was introduced and welcomed to the BHV staff.

 

FINANCE  (Holmes for Smith)    Trustee Holmes read the Finance Report prepared by Treasurer Smith.  Credit, Cash Balances, and Budget to Actual reports were acknowledged.  The Cash Disbursements for November 2023 were approved as printed (Aux. Book VI G (2)).  (Conlin/Popp/P)

 

STANDING REPORTS

Zoning Administrator  (Capozza)  Mr. Capozza gave a brief update on current projects.

 

Planning Commission  (Hensinger)  The Commission will discuss rental property within the Village at their next meeting in January.

 

Superintendent  (Hnatow)  No report.  Staff was complimented on their communication and management through the recent water main issues.

 

COMMITTEE REPORTS

Roads/Vehicles (Al-Awar)  All work scheduled for this year has been finished (guardrails, signs, paving).

 

Security  (Holmes)  At next month’s meeting, will suggest to the board to purchase additional security cameras.

-Will reach out to the Ann Arbor Observer for clarification about the alleged burglary on Barton North Drive.

 

Water  (Perry)  No report.  Discussion of irrigation system water meters.  Water committee will discuss a proposal and report back to the board.

 

Community Activities  (Smith)  No report.

 

Environment  (Hensinger)  Will be proceeding with the deer harvest.  Information was sent to all Village residents to gather permission from various sites for the harvest.

-Will follow up with one resident who reported potential oak wilt.

Climate Resilience (Popp)  No report.

 

Human Resources  (Conlin)  Accept the proposal of Best Life insurance for employees for accidental death and dismemberment.  (Al-Awar/Holmes/P)

 

Long Range Planning  (Darden)  No report.

 

UNFINISHED BUSINESS    Proposed MDOT Fence Resolution (Popp)  The Board agreed to present the proposed resolution at a meeting where all Trustees are present to discuss.

 

NEW BUSINESS    Following discussion, the 2024-2028 Middle Huron Partnership Contract was accepted.  (Holmes/Hensinger/P)

-2024 meeting dates were set:  January 8, February 12, March 11, April 8, May 13, June 10, July 8, August 12, September 9, October 14, November 18 and December 9.

-An amount of $500 was approved as a holiday bonus for each staff member that’s been on staff over 6 months.  (Holmes/Darden/P)

 

There being no further business or objections, the meeting was adjourned at 7:16 PM.
