MINUTES OF BOARD MEETING
TRUSTEES OF BARTON HILLS VILLAGE
December 14, 2020
The regular meeting of the Board of Trustees was called to order by President Smith at 6:00 PM via online video/phone conference due to the COVID-19 pandemic.
ROLL CALL Present: Trustees Al-Awar, Benson, Conlin, Hensinger, Holmes, Nicoli, Popp, Saldana and Smith. Absent: None.
Others attending: ZA Perry, Supt. Hnatow, BHMC President Curtner, ZH Malan, BHV staff JHnatow, two BHMC officers and one resident.
With great sadness, President Smith noted the passing of former Board President James Wilkes.
ORGANIZATION Newly appointed Assistant Treasurer Laurie Carey was welcomed. The committees are now set, with everyone receiving the Committee Overview reports. Two BHMC Directors are also serving as liaisons: Jeff David on the Security Committee and Matt Shirilla on the Water Committee. President Smith had an introductory meeting with Ann Arbor Township Supervisor Diane O’Connell. Ms. O’Connell will be a guest at the January BHV Trustees meeting.
PUBLIC COMMENT BHMC President Curtner read a draft of a joint BHMC/BHV notice to be sent to all BHV residents regarding the road transfer.

STANDING REPORTS
Zoning Administrator (Perry) No report.
Planning Commission (Hensinger) The Master Plan review has been delayed but is expected to be presented at the January 11, 2021 Trustees meeting. Ordinance amendments are also being discussed by the Planning Commission.
COMMITTEE REPORTS
Environmental (Saldana) Permit/contract have been signed and plans are moving ahead for Deer Management Plan Year 2. BHV had requested a harvest of 75 instead of 50, but DNR is keeping 5-year statistics and needs to keep the numbers consistent.
A professional landscape plan modeled on the original Olmsted design was suggested. Discussion of this idea was referred to BHMC who owns the parks/waterfront area. Mrs. Benson arrived
Human Resources (Nicoli) The Assistant Treasurer’s position has been filled.
Long Range Planning (open) No report.
Recreation (Nicoli) No report.
Roads (Al-Awar) The subcommittee on road safety (Al-Awar, Nicoli, Popp and resident Paul Izenberg) submitted a written report on signage. Some steps have been taken, with continued discussion of others. The truck used for trash collection needs to be replaced, at an estimated cost of $70-80,000. This will be included in the budget discussion for the coming year.
Security (Holmes) The written report was discussed. The committee will work on developing ideas into specific proposals, with supporting data and cost estimates.
Water (Popp) The committee is following the progress of proposed developments north/east of BHV. The contributions of Jim Wilkes, who chaired the water committee for many years, were noted with great appreciation. Mr. Saldana left
Zoning/Planning (Hensinger) No report.
FINANCE/FINANCE COMMITTEE (Benson/Carey) The November 2020 Budget to Actual and November 2020 Cash Balances reports were reviewed. Mrs. Benson and Mr. Conlin reported on their study of investment options to ensure FDIC coverage. The Cash Disbursements for November 2020 were approved as printed (Aux. Book XVI F(8)). (Al-Awar/Nicoli/P). Committee chairs were asked to submit their budget requests by January 4, 2021.
UNFINISHED BUSINESS Trustees Conlin and Hensinger will serve on a joint BHMC/BHV committee to develop long range budget plans for the Barton Pond Beautification project
NEW BUSINESS None.
