MINUTES OF BOARD MEETING

TRUSTEES OF BARTON HILLS VILLAGE

 February 10, 2020

 

The regular meeting of the Board of Trustees was called to order by President Torres at 6:00 PM at Walter Esch Hall.

ROLL CALL     Present:  Trustees Al-Awar, Benson, Butterwick, Hensinger, Popp, Smith, Torres and Turner.   Absent:  Trustee Saldana.

Others attending:  Asst. Treasurer Kirkland, ZA Perry, Supt. Hnatow, and BHMC Vice President Frank.

 

HUMAN RESOURCES  (Torres)  The following resolution was approved. (Popp/Turner/P) 

BE IT RESOLVED that since CHRIS WARD has served as a Barton Hills Village Maintenance Employee since 1991,   and whereas he has brought determination skill and hard work to this position, the members of the Board of Trustees wish to thank Mr. Ward wholeheartedly for his 29 years of loyalty and dedication to the Barton Hills community, and extend their best wishes to him.

BE IT FURTHER RESOLVED that this resolution be recorded in the minutes of the Barton Hills Village Board of Trustees.

 

PUBLIC COMMENT     BHMC Vice Pres. Frank expressed appreciation for the new fence installed along the waterfront area on Barton Shore Drive.

 

ENVIRONMENTAL COMMITTEE    Progress on the Deer Management Program Implementation Plan 2020 was discussed, including:

–A special meeting of the Board of Trustees was held on February 5, 2020, during which the contract with Aaron’s Nuisance Animal Control was approved.

–A Kick-Off meeting of all parties involved was held on February 7, 2020 to discuss details of the project.

–All communications regarding the project should go through Deputy Clerk Jan Esch.

–The Committee will continue to complete the Next Steps listed on the Deer Management Implementation Plan 2020.

 

MINUTES     Minutes of the January 13, 2020 Trustees meeting were approved as printed.  (Turner/Popp/P)     

Minutes of the February 3, 2020 Trustees Special meeting were approved as printed.  (Smith/Hensinger/P)     

 

FINANCE/FINANCE COMMITTEE     The Cash Disbursements for January 2020 were approved as printed (Aux. Book XIV F).  (Smith/Benson/P)  The Budget to Actual report was acknowledged; there was no Cash Balances report.  The proposed 2020-21 budget was discussed (Aux. Book XV F).      

 

STANDING REPORTS

Zoning Administrator  (Perry)  No report.

Planning Commission  (Hensinger)  No report.

 

COMMITTEE REPORTS
Water (Popp)  At their recent meeting the committee received an update from Supt. Hnatow concerning the status of the Reliability Study, and water system maintenance.  There were six leaks in the water system in 2019, which is higher than the normal average of 2-3.  No particular patterns or reasons were evident.

 

Recreation  (Benson)  The Retirement Reception for Chris Ward was very successful, with 65 residents/guests attending.  Plans are underway for the Movie Night on Tuesday March 10, 2020.

 

Security  (Butterwick)

Camera installation in the BHV maintenance area is complete; more work will be done in other BHV areas.  The Hazard Mitigation subcommittee will be meeting soon.

 

Long Range Planning  (Turner)  No report.

Roads  (Al-Awar)  No report.

Zoning/Planning  (Hensinger) No report.

 

UNFINISHED BUSINESS     None. 

 

NEW BUSINESS     Committee reports will be due soon in preparation for the March 9, 2020 Annual Meeting.
