MINUTES OF BOARD MEETING                                 

TRUSTEES OF BARTON HILLS VILLAGE

February 12, 2024

 

The regular meeting of the Board of Trustees was called to order by President Holmes at 6:06 PM at Walter Esch Hall.

 

ROLL CALL   Present:  Trustees Al-Awar, Conlin, Darden, Hensinger, Holmes, Popp, Perry, and Smith.  Absent:  Trustee Haitam.
Others attending:  Supt. Hnatow, ZA Capozza, BHMC Pres. David, six residents, and one guest.

 

MINUTES   Minutes of the January 8, 2024 Trustees meeting were approved with the following addition:  FINANCE  (Smith).  The Trustees were asked if they had any additional guidance on the FY2024-25 budgeting themes that were presented.  No additional guidance was provided.  (Al-Awar/Conlin/P)

 

PUBLIC COMMENT   One resident spoke regarding BHV staff, the BHV Services Guidebook for Residents, and snow plowing.

-BHMC Pres. David praised the BHV staff for their work during the past snowstorms and invited the resident to share concerns with the BHMC board.

 

FENCE PERMIT   250 Barton Shore Drive (Seyferth) Application to construct a wood fence along their property line that backs up to Whitmore Lake Road.  No public comment or written comments were received.

Motion:  The application to construct a wood fence at 250 Barton Shore Drive was approved as presented.  (Smith/Holmes/P)

 

SOLAR PERMIT   525 Hillspur Road (Roskamp) Application to install rooftop solar panels.  This is a small addition to the rooftop solar shingles that were approved by the Trustees in September 2023.  The panels will not be visible and there are no concerns of glare.  No public comment or written comments were received.

Motion:  The application to install rooftop solar panels at 525 Hillspur Road was approved as presented.  (Darden/Popp/P)

 

WALL PERMIT   465 Hillspur Road (Katch) Application to extend retaining wall by 84ft at the location of the proposed garage.  Extension of the wall is needed to retain the soil.  Same materials and design will be used.  No public comment or written comments were received.

Motion:  The application to extend the retaining wall at 465 Hillspur Road was approved as presented.  (Smith/Popp/P)

 

FINANCE  (Smith)    Credit, Cash Balances, and Budget to Actual reports were acknowledged.  The Cash Disbursements for January 2024 were approved as printed (Aux. Book VI G (4)).  (Smith/Hensinger/P)

-The first draft FY2024-25 year end forecast was presented.  The Superintendent and staff were complimented on their financial management.

-An updated forecast will be presented to the Trustees at the March meeting.

-A pre-audit year end actual will be presented for the Trustees to review at the April meeting.

 

STANDING REPORTS

Zoning Administrator  (Capozza)  No report.

 

Planning Commission  (Hensinger)  The Commission did not meet in January due to a lack of a quorum, and will meet next month.

 

Superintendent  (Hnatow)  No report.

 

COMMITTEE REPORTS

 

Roads/Vehicles (Al-Awar)  Discussed the condition of Corrie Rd.  The Village is anticipating water lines being replaced, and the project will contemplate road reconstruction.

 

Security  (Holmes)  No report.

 

Water  (Perry)  No report.

 

Community Activities  (Smith)  No report.

 

Environment  (Hensinger)  The deer harvest has proceeded.  Discussed the potential issue of coyotes within the Village.

 

Climate Resilience (Popp)  To promote climate friendly activities, the committee will attempt to host monthly series on the third Monday of every month at the Village Hall.

-Discussed the hazard mitigation plan in Washtenaw County (2004) which reported that there are a portion of properties on Barton North Drive that are not within hearing distance of the Ann Arbor warning sirens.  The committee will investigate.

-Discussed the idea of installing an emergency generator in the Village Hall.

-The committee will consider preparing an emergency preparedness booklet for Village residents.

 

Human Resources  (Conlin)  No report.

 

Long Range Planning  (Darden)  No report.

 

UNFINISHED BUSINESS   Trustee Holmes expressed great appreciation to the BHV staff.

 

NEW BUSINESS   ZA Capozza alerted the Trustees about a lot split at 855 Country Club Road.

 

There being no further business or objections, the meeting was adjourned at 7:33 PM.
