MINUTES OF BOARD MEETING
TRUSTEES OF BARTON HILLS VILLAGE
January 11, 2021
The regular meeting of the Board of Trustees was called to order by President Smith at 6:00 PM via online video/phone conference due to the COVID-19 pandemic.
ROLL CALL Present: Trustees Al-Awar, Benson, Conlin, Haitam, Hensinger, Holmes, Nicoli, Popp and Smith. Absent: None.
Others attending: Asst. Treasurer Carey, ZA Perry, Supt. Hnatow, ZH Malan, BHMC President Curtner, three BHMC officers, one guest and one resident.
TRUSTEE VACANCY A letter of resignation from Gregory Saldana was accepted. Mostafa Haitam, the next highest vote recipient in the November 2020 election, was elected by the Trustees to fill the vacancy for the remainder of the term (November 2024). (Al-Awar/Conlin/P) Mr. Haitam took the oath of office and was seated on the Board.
ANN ARBOR TOWNSHIP Ann Arbor Township Supervisor Diane O’Connell was invited to attend the meeting representing the Township, of which BHV is a part. Ms. O’Connell introduced herself and her work in the Township, welcomed continued communication and cooperation between the two jurisdictions, and answered questions from the Trustees.
PUBLIC COMMENT None.
MINUTES Minutes of the December 14, 2020 Trustees meeting were approved as printed. (Conlin/Popp/P) Ms. Nicoli arrived
FINANCE/FINANCE COMMITTEE (Benson/Carey) The December 2020 Budget to Actual and December 2020 Cash Balances reports were acknowledged. Changes made in investment options to ensure FDIC coverage were explained. The Cash Disbursements for December 2020 were approved as printed (Aux. Book XVI F(9)). (Benson/Hensinger/P) The budget process was discussed. The draft 2021-2022 budget will be presented for review at the February 8, 2021 Trustees meeting.
STANDING REPORTS
Zoning Administrator (Perry) No report.
Planning Commission (Hensinger) The December 8, 2020 Planning Commission meeting was postponed to January 12, 2021. Information regarding the Master Plan and Zoning Ordinance updates is expected for the February 8, 2021 Trustees meeting.
President Smith announced the reappointment of Commissioners Mike Richards and Bruce Wallace (3-year terms), and ex-officio Trustee Robert Hensinger (1-year term).
COMMITTEE REPORTS
Environmental (Hensinger) The Deer Management Plan Year 2 continues on schedule. The Barton Pond project is awaiting approval from the Michigan Department of Environment, Great Lakes and Energy (EGLE).
Human Resources (Nicoli) No report.
Long Range Planning (open) No report.
Recreation (Nicoli) The committee will meet soon to discuss a whole-year schedule.
Roads (Al-Awar) Items discussed included the new garbage truck, signage, and guardrails.
Security (Holmes) The committee is designing a community survey to assess security concerns.
Water (Popp) Committee members are working towards development of a 5-year budget plan.
Zoning/Planning (Hensinger) No report.
UNFINISHED BUSINESS None.
NEW BUSINESS Regulations previously adopted by the Trustees for the BHV Stormwater permit have been updated. For post construction controls for development and re-development that disturbs one acre or more of land, Barton Hills Village adopts the Washtenaw County Water Resources Commissioner Rules and Guidelines dated August 6, 2014, as revised on October 17, 2016.
