MINUTES OF BOARD MEETING
TRUSTEES OF BARTON HILLS VILLAGE
January 8, 2024
The regular meeting of the Board of Trustees was called to order by President Holmes at 5:30 PM at Walter Esch Hall.
ROLL CALL Present: Trustees Al-Awar, Conlin, Darden, Hensinger, Holmes, Popp, and Smith. Absent: Trustees Haitam and Perry.
Others attending: Supt. Hnatow, ZA Capozza, BHMC Pres. David, Planning Com. Chair Caldwell, and BHCC GM/COO Klinger.

PUBLIC COMMENT None. Trustee Smith arrived
NEW BUSINESS BHCC GM/COO Klinger gave a presentation regarding the Club’s opportunity to host the 2026 U.S. Senior Women’s Open Golf Championship. Since the United States Golf Association is seeking approval within the next month, Mr. Klinger wanted to engage with the Village and ask for their support. Following discussion, the Trustees give support but want to see the finalized plans. (Holmes/Conlin/P)
FINANCE (Smith) Presented the FY2024-25 budgeting themes which include:
–Revenue increases due to property tax assessments, ongoing smart meter installation in resident homes, and water rate increase.
–Expenses include infrastructure replacement projects, COLA salary adjustments for staff, and capital equipment renewal (outlined in the report).
–Unless heard from committee chairs no later than January 31, committee budgets will be assumed to remain consistent YOY.
–The Trustees were asked if they had any additional guidance on the FY2024-25 budgeting themes that were presented. No additional guidance was provided.
The draft budget will be presented at the next Trustee meeting.
Credit, Cash Balances, and Budget to Actual reports were acknowledged.
The Cash Disbursements for December 2023 were approved as printed (Aux. Book VI G (3)). (Holmes/Hensinger/P)
STANDING REPORTS
Zoning Administrator (Capozza) Mr. Capozza gave a brief update on the 341 Corrie Rd issues. Any tree cutting crews that perform work on the 341 Corrie Rd residence without prior authorization from the BHMC will be considered trespassers on our private roads. Additionally, the residents currently have a stop work order and will have to submit a revised plan for the Trustees to review.
After recent tree cutting on a property, the Trustees agreed to renew the conversation about a proposed tree ordinance.
Planning Commission (Hensinger) The Commission will meet next week to discuss the tree ordinance, steep slopes, and short-term rentals.
Following the resignation of Commissioner Hanley, President Holmes appointed Matthew Shirilla (3-year term expiring in January 2027). The Commissioners whose terms were expiring this month were permitted to continue to serve.
Superintendent (Hnatow) No report.
COMMITTEE REPORTS
Roads/Vehicles (Al-Awar) No report.
Security (Holmes) Two security alerts were sent to all residents within the past week. On January 3, an attempted car burglary was reported. The police investigator did not find any evidence of an attempted crime.
Around midnight on January 6, Supt. Hnatow witnessed a car stopping at multiple mailboxes. Suspecting mail theft, Supt. Hnatow called the police. The vehicle fled the Village before police arrived. The police were given all information, and the incident was reported to the USPS.
Water (Perry) No report.
Community Activities (Smith) No report.
Environment (Hensinger) Proceeding with the deer harvest. Budgeted for 60 deer.
Climate Resilience (Popp) No report.
Human Resources (Conlin) No report.
Long Range Planning (Darden) No report.
