PLANNING COMMISSION MEETING
July 10, 2008
The meeting of the BHV Planning Commission was called to order by Chair Laura Weingartner at 7:32 PM at the Village Hall.
ROLL CALL Present: Commissioners MacKrell, McCabe and Weingartner, ZPA Perry. Absent: Commissioners Boddie and Nichols. Others present: BHV Long Range Planning Committee Chair Cheryl MacKrell.
PUBLIC COMMENT None.
MINUTES Motion The minutes of the May 15, 2008 meeting were approved as printed. (McCabe/Weingartner/Passed unanimously)
COMMUNICATIONS/ANNOUNCEMENTS None.
REPORTS Mr. Perry reported no serious pending issues related to BHV zoning.
UNFINISHED BUSINESS
Outline of Master Plan. Mr. Perry stated that he and Mrs. Esch have begun work on the first draft of the Master Plan, following the general outline provided by Mr. Carlisle and referencing other area plans. It is expected that the draft will be ready for distribution to the Commissioners before the August 7, 2008 Planning Commission meeting. Mrs. Esch will send copies of the Deed Restrictions, Architectural Guidelines, BHMC By-Laws and the 1999 Resident Survey to the Commissioners for reference. The anticipated process for development of the Master Plan was discussed. Other comments included:
–It’s important for governing documents to mesh well and support each other (i.e. zoning and architectural guidelines based on deed restrictions and master plan).
–A balance is needed between too much and not enough regulation.
–Environmental resources are very important and need adequate protection.
Cost Estimates The original quotation received from Carlisle/Wortman was $15,000. Since this exceeded the Planning Commission budget of $10,000, a revised estimate was requested. The new quotation has been received for $12,300. The Commissioners agreed to use the services of the consultant carefully, and to append billings to the minutes. The first billing has been received, in the amount of $825, for Mr. Carlisle’s preparation and attendance at the May 15, 2008 Planning Commission meeting.
Village Mapping Data Mr. Carlisle will provide maps, probably including natural features, existing zoning, existing use and proposed use, since he has the resources to do so efficiently.
Status Summary Commissioners will receive and study the first draft of the Master Plan for discussion at the August 7, 2008 Planning Commission meeting.
