MINUTES OF BOARD ANNUAL MEETING
TRUSTEES OF BARTON HILLS VILLAGE
March 10, 2025
The Annual Meeting of the Board of Trustees was called to order by President Torres at 6:00 PM at Village Hall.
ROLL CALL Present: Trustees Calabrese, Capozza, Darden, Haitam, Hensinger, Perry, Prager, Smith and Torres.
Absent: None.
Others attending: Asst. Treasurer/ZA L. Reeves, Supt. D. Reeves, BHMC President David, Deputy Clerk McDevitt and eleven residents.
MINUTES Minutes of the February 10, 2025 Trustees meeting were approved with the following edit:
MOTION: Amend the agenda to permit discuss a draft policy concerning conduct of discussion and debate during Trustee meetings. (Capozza/Perry/P with Haitam abstain)
PUBLIC BUDGET HEARING The Public Hearing on the FY2025-26 Budget Resolution was convened at 6:06 PM.
–BHMC President David spoke that the BHMC supports the road budget and encouraged those in attendance to stay for the BHMC Annual Meeting that will begin immediately after the BHV meeting.
–One resident spoke to the lack of transparency he’s experiencing by both the Village and the BHMC.
The Public Budget Hearing was closed at 6:09 PM
FINANCE/FINANCE COMMITTEE (Smith) Treasurer Smith gave an oral presentation of the YTD FY2024-25 budget and two proposed budget resolutions.
Motion The FY2025-26 Budget Resolution was approved as printed.

Motion The FY2024-25 Budget Amendment Resolution was approved as printed.

Motion Cash Disbursements for February 2025 were approved as printed (Capozza/Prager/P)
The February 2025 FY2024-25 Budget to Actual and February 2025 Cash Balances reports were acknowledged.
PUBLIC ANNUAL COMMITTEE REPORTS HEARING The Public Hearing on Annual Committee Reports was convened at 6:50 PM. There were no public comments regarding the reports.
Motion Accept the Annual Committee Reports. (Prager/Darden/P)
PUBLIC COMMENT A resident spoke concerning the City’s closure of Barton Dam to pedestrian traffic.
OTHER BUSINESS Trustee Hensinger stated the 2025 Wildlife Management Plan is complete. Trustee Haitam requested the Trustees institute a requirement to obtain a minimum of three competitive bids for every Village expenditure exceeding $20,000.
MOTION Seek input from BHV’s Finance Committee on whether or not the Committee recommends either a new Board-adopted policy or a change to the Village Code that would require a minimum of three competitive bids (with certain exceptions, such as in the case of an emergency) for every expenditure exceeding $20,000. There being no further business or objections, the meeting was adjourned at 7:02 PM.
