The regular meeting of the Board of Trustees was called to order by President Boddie at 6:00 PM at the Village Hall.
ROLL CALL Present: Trustees Al-Awar, Benson, Boddie, Butterwick, MacKrell, Popp, Smith and Torres. Absent: Trustee Langford. Others attending: ZA Perry, Supt. Esch, Asst. Supt. Hnatow, Asst. Treas. King, BHMC President Legacki and nine residents.
PUBLIC BUDGET HEARING The Public Budget Hearing was convened at 6:01 PM. One resident commented that the roads were in very poor shape and needed attention. There being no further comments or questions from the public, the hearing was closed at 6:02 PM.
FINANCE/FINANCE COMMITTEE The Cash Balances report was distributed. The Amended Budget Resolution for Fiscal Year 2016-2017 was adopted as printed. (Aux. Book XXVI E) (MacKrell/Benson/P)
Specific appropriations in the proposed 2017-2018 budget were noted as $6,000 for website development and $270,000 for the new Barton Shore water main. PUBLIC HEARING RMSAD The Public Hearing concerning the proposed Road Maintenance Special Assessment District (RMSAD) was convened at 6:11 PM. Comments were:
–What if more money than the designated 3 mills is needed? Board reply: BHV could borrow money from a bank or lending institution. No other BHV funds could be used.
–Is it absolutely certain that the RMSAD portion of the resident’s tax payment is tax deductible for the resident? Board reply: Yes, absolutely certain and legal.
–Who is covered by the RMSAD? Board reply: Every property in Barton Hills Village.
–Trustee comment: One constituent called who said they live on Whitmore Lake Road and have private water so they felt they would not see much benefit.
There being no further comments or questions from the public, the hearing was closed at 6:17 PM.
SPECIAL ASSESSMENT DISTRICT The resolution to establish a special assessment district for road maintenance was adopted as printed. (MacKrell/Al-Awar/P)
