BARTON HILLS VILLAGE PLANNING COMMISSION SPECIAL MEETING

March 7, 2019

Purpose: site plan review of Barton Hills Country Club project

The special meeting of the BHV Planning Commission was called to order by Chair Weingartner at 6:00 PM at Walter Esch Hall.

ROLL CALL Present: Commissioners Curtner, Hensinger, Wallace and Weingartner. Absent: Commissioners MacKrell, Richards and Zoldan. Others present: Zoning Administrator Randy Perry, Planning Consultant Sally Elmiger and Barton Hills Country Club General Manager Barry Garrett.

Per Section 13 of the Planning Commission Bylaws, Commissioner Weingartner stated that she had a potential conflict of interest relative to the project being reviewed due to her membership in Barton Hills Country Club and her volunteer service on the Club’s Long Range Planning committee. She also stated that she believed she could impartially consider the request before the Commission. The other Commissioners present voted to allow Ms. Weingartner full participation/voting rights concerning the Barton Hills Country Club project. (Curtner/Hensinger/P unanimously)

The Commissioners discussed the plans submitted by Barton Hills Country Club, the report submitted by Ms. Elmiger and additional information submitted by Barton Hills Country Club in regard to Ms. Elmiger’s report. Other topics addressed were: –Will there be security cameras at the site? There are already some motion-activated security cameras in place; more may be added. –Will there continue to be fencing by the new eating area? Yes. Existing fencing/walls will be modified to provide necessary safeguards.

–When will construction begin? Phase 1 interior updates in the pool house are underway. Phase 2 work will begin as soon as all permits are obtained. The Ann Arbor Township portion of the project requires a modified conditional use permit which will be decided in April (BHV portion is a permitted use). Application for a wall permit from BHV will be reviewed on March 11, 2019. Hopefully things will be well underway by the May 24 pool opening. Sections under construction will be fenced off from active pool areas during the summer. The new kitchen likely won’t be completed until the fall. –Updates in the Ann Arbor Township portion were briefly described (redesigned cabanas, ADA compliant bathrooms, relocated children’s playground closer to shallow end/wading pool).

Based upon the information received from the applicant, the findings and recommendations in the Carlisle/Wortman Associates review letter of March 5, 2019, and the additional information reflected in the minutes of this meeting, the Planning Commission finds that the Site Plan submitted for Barton Hills Country Club, with the latest revision date of February 18, 2019, meets the required standards and findings for Approval pursuant to Section 6.05 –Standards for Granting Approval of the Zoning Ordinance and grants approval for the Site Plan, with the following conditions:

A. Barton Hills Village Board of Trustees approves the proposed retaining walls illustrated on the plans after holding a public hearing.

B. The applicant addresses the recommendations on page 6 in the Carlisle/Wortman Associates review letter and provides revised plans to the Village for administrative review, and approval. As the project straddles the jurisdictional boundaries, Village administrative review will be coordinated with Township administrative review of facilities within each jurisdiction.
