PLANNING COMMISSION MEETING
VIRTUAL MEETING
March 9, 2021
Due to the COVID-19 pandemic, in order to practice social distancing, and as authorized under the Open Meetings Act, MCL 15,261, et.seq., as amended, this meeting was held via the Zoom video/conference call platform. Commissioners identified their location during roll call, as required.
ROLL CALL Present: Commissioners Curtner (Barton Hills Village, Washtenaw County, MI), Hensinger (Barton Hills Village, Washtenaw County, MI), Wallace (Barton Hills Village, Washtenaw County, MI), Weingartner (Barton Hills Village, Washtenaw County, MI), and Zoldan (Barton Hills Village, Washtenaw County, MI).
Absent: Commissioners MacKrell and Richards. Others present: ZA Perry.
PUBLIC COMMENT None.
MINUTES The minutes of the January 12, 2021 meeting were approved as printed. (Hensinger/Zoldan/P unanimously) Mr. Curtner joined
ELECTION OF OFFICERS Officers were elected for 2021: Chair Laura Weingartner, Vice Chair Andre Zoldan and Secretary John MacKrell. (Wallace/Hensinger/P unanimously)
COMMUNICATIONS/ANNOUNCEMENTS None.

UNFINISHED BUSINESS
Master Plan 5-Year Review The Commissioners completed their final review of the entire Master Plan document. The Master Plan will be sent informally to the Barton Hills Village Board of Trustees for their comments, with no official action requested at this time. (Hensinger/Curtner/P unanimously) The Trustees will return the document to the Commission, either for further review based on Trustees’ comments or for required distribution to surrounding jurisdictions who then have 42 days to comment.
Zoning
–The proposed Solar Ordinance was discussed. Mr. Perry will add the language to Section 5.11 of the BHV Zoning Ordinance, and send it to the CarlisleWortman consultant for review.
–Amendments to Section 5.11 concerning berms and swimming pool safety fencing were approved. A public hearing will be scheduled for the next Planning Commission meeting. (Hensinger/Zoldan/P unanimously) Mr. Curtner left
–The proposed Tree Protection ordinance, and the proposed Water Features and Steep Slopes ordinance were discussed. It was agreed to table these items to the next meeting and invite the CarlisleWortman consultant to attend. Mr. Perry was authorized to contact the consultant.
NEW BUSINESS
–A Special Meeting was set for Tuesday May 11, 2021 at 6:00 PM. The public hearing for the Zoning Section 5.11 amendments will be held at this Special Meeting.
–The BHMC Board is revising their Architectural Guidelines. Mrs. Esch will request that the Commissioners have opportunity to review the draft relative to compatibility with the Zoning Ordinance.
–Review of drainage/stormwater for construction projects has been mentioned. The Commissions will think about whether/how this might be addressed in the Village.
