MINUTES OF BOARD MEETING

TRUSTEES OF BARTON HILLS VILLAGE

 May 11, 2020

 

The regular meeting of the Board of Trustees was called to order by President Torres at 6:06 PM via online video/phone conference consistent with Governor Whitmer’s Executive Order/COVID-19 pandemic.  Rules of conduct for this new format were explained by President Torres (mute unless speaking, hand raise to speak, 3 minute public comment limit/person, chat option).

 

ROLL CALL     Present:  Trustees Al-Awar, Benson, Butterwick, Hensinger, Popp, Saldana, Smith, Torres and Turner.   Absent:  None.

Others attending:  ZA Perry, Supt. Hnatow, BHMC President Curtner, 18 residents and 2 guests.

 

WALL PERMIT     260 Barton North Dr.  The project was presented by designer Kevin Kolb.  The public hearing was convened at 6:21 PM.  No comments were received;  the public hearing was closed at 6:23 PM.  Board discussion focused on adequate containment within the walls around the septic field.  The permit to construct retaining walls at 260 Barton North Drive was approved. MINUTES     Minutes of the March 9, 2020 Trustees meeting were approved as printed.  (Turner/Butterwick/P)     

 

PUBLIC COMMENT   Residents spoke on the following subjects.

–ordinance amendment to regard berms as walls

–road safety/increase in use of roads by pedestrians/cyclists

–security concerns

–road ownership

 

FINANCE/FINANCE COMMITTEE     The Cash Disbursements for March 2020 (Aux. Book XIV F(3)) and April 2020 were approved as printed (Aux. Book XVI F).  (Smith/Butterwick/P)  Cash Balance reports for February, March and April 2020, and Budget to Actual report for April 2020 were distributed.

 

STANDING REPORTS

Zoning Administrator  (Perry)  No report.

Planning Commission  (Hensinger)  No report.

 

COMMITTEE REPORTS
Environmental  (Saldana)  The 2020 Deer Cull went well and the committee will continue planning for next year.

Human Resources  (Torres)  No report.

Long Range Planning  (Turner)  No report.

Recreation  (Benson)  Movie night was a success; would do again if there is interest.

Roads  (Al-Awar)  Staff did a good job with snow management.  Potholes will be filled when asphalt is available and shoulders maintained with gravel/asphalt.  Mr. Al-Awar spoke regarding road use/issues in years past, providing perspective for consideration of current road issues.

Security  (Butterwick)  Actions taken to address security concerns voiced in resident emails in April 2020 included private property signs posted, tennis courts locked and more frequent patrolling during periods of increased road use.  Staff members are observing social distancing, and increasing sanitation procedures, especially for trash collection.  Security cameras have been placed to protect BHV municipal assets, with signs posted to indicate the presence of video surveillance, based on recommendations from the Washtenaw County Sheriff’s Department presentation at the Community Security Meeting in April 2019. 

Water  (Popp) No report.

Zoning/Planning  (Hensinger) No report.

Special Roads Committee  (Torres)  The Committee will be reconvened to address the issues raised during public comment.  There are a number of complex factors and historical discussions/actions regarding this topic.  The Committee will provide information to the residents as soon as possible.

 

UNFINISHED BUSINESS     Mr. Al-Awar and Mr. Turner were authorized to negotiate on behalf of the Board for the new AT&T telecommunications lease, and bring the resulting offer back to the Board for review/approval. (Torres/Popp/P)   

 

NEW BUSINESS     None.
