MINUTES OF BOARD MEETING

TRUSTEES OF BARTON HILLS VILLAGE

May 13, 2019

 

The regular meeting of the Board of Trustees was called to order by President Torres at 6:30 PM at Walter Esch Hall.

 

ROLL CALL     Present:  Trustees Al-Awar, Popp, Saldana, Smith, Torres and Turner.   Absent:  Trustees Benson, Butterwick and Hensinger.

Others attending:   Asst. Treas. King, Supt. Hnatow, BHMC Vice President Frank and two residents.

 

FENCE PERMIT     Application for construction of a safety fence around the swimming pool at 1075 Country Club Road.

–The project was presented by President Torres.

–The Public Hearing was convened at 6:31 PM.  There being no comment, the hearing was closed at 6:32 PM.

–The Trustees received the application/plans/supporting documents prior to the meeting.

–The permit for construction of a safety fence at 1075 Country Club Road as shown in plans submitted on April 8, 2019 was approved.  (Popp/Smith/P with Al-Awar recused)

 

PUBLIC COMMENT

–One resident spoke regarding road ownership.

–One resident spoke regarding the letter he/his wife sent to the Trustees about unsightly debris on neighboring property.  Board response:  Superintendent Hnatow and another staff member will meet with the neighbors.  The Environmental Committee will look into the potential for an ordinance addressing inappropriate debris/vegetation issues.

 

MINUTES     Minutes of the April 8, 2019 Trustees meeting were approved as printed.  (Al-Awar/Smith/P)     

 

FINANCE/FINANCE COMMITTEE     The Cash Disbursements for March 2019 were approved as printed (Aux. Book IX F).  (Al-Awar/Popp/P) 

The Cash Disbursements for April 2019 were approved as printed (Aux. Book IX F(2)).  (Smith/Popp/P)
The Cash Balances and Budget to Actual reports were reviewed.

 

STANDING REPORTS

Zoning Administrator  (Perry) No report.

Planning Commission  (Hensinger) No Report.

 

COMMITTEE REPORTS
Roads/Vehicles  (Al-Awar)  Three paving quotes were received:  $120,000, $108,000, and accepted quote $78,000 from S & J Asphalt who has done paving for BHV in previous years.  The quote was adjusted to $84,000 to include four sections of paving on Barton Shore Drive, Barton North Drive and Country Club Road.

Security  (Butterwick)  Mrs. Esch noted that Security Surveys are being returned by residents.

 

Water  (Popp)

–Following discussion, the recommendation of the Water Committee that water rates be raised to $3.99/hundred cubic feet and that a focused public education program be carried out was approved.  (Smith/Popp/P with Al-Awar and Saldana voting no) 

The Water Committee will provide a presentation of their findings supporting this rate increase at the June 10, 2019 Trustees meeting.  Residents will be urged to attend, and a resource staff person from the Huron River Watershed Council may be invited to speak as well.                                                                                                                                            Saldana left

–The Water Primer will be edited to highlight the urgent importance of the Water Presentation and will be sent to the residents with the next Barton Bulletin.

Recreation  (Benson) No report.

Zoning/Planning  (Hensinger) No report.

Environmental  (Saldana) No report.

Human Resources  (Smith) No report.

 

UNFINISHED BUSINESS     No public comment was received regarding the proposed marihuana ordinance.  Ordinance No. 56 (prohibit marihuana establishments in BHV) was adopted.  (Smith/Al-Awar/P)         

 

NEW BUSINESS

The resolution to Adopt a Local Pavement Warranty Program was approved.  (Al-Awar/Popp/P)  

The resolution to Implement a Local Pavement Warranty Program was approved.  (Popp/Al-Awar/P)  

 

There being no further business or objections, the meeting was adjourned at 8:09 PM.  (Al-Awar/Smith/P)
