MINUTES OF BOARD MEETING                       

TRUSTEES OF BARTON HILLS VILLAGE

 September 13, 2021

 

The regular meeting of the Board of Trustees was called to order by President Smith at 6:01 PM via online video/phone conference due to the COVID-19 pandemic.

ROLL CALL     Present:  Trustees Benson (Barton Hills Village, Washtenaw County, MI), Conlin (Barton Hills Village, Washtenaw County, MI), Darden (Ann Arbor, Washtenaw County, MI),  Haitam (Barton Hills Village, Washtenaw County, MI), Hensinger (Barton Hills Village, Washtenaw County, MI), Holmes (Barton Hills Village, Washtenaw County, MI), Popp (Barton Hills Village, Washtenaw County, MI), and Smith (Barton Hills Village, Washtenaw County, MI).

Absent:  Trustee Al-Awar.
Others attending:  ZA Perry, Asst. Treasurer Carey, Supt. Hnatow, ZH Malan, BHMC President Curtner, and three residents.

 

PUBLIC COMMENT     None.

 

MINUTES     Minutes of the August 9, 2021 Trustees meeting were approved as printed.  (Conlin/Haitam/P)                                                                                     

 

FINANCE/FINANCE COMMITTEE  (Benson/Carey)     The August 2021 Budget to Actual and August 2021 Cash Balances reports were acknowledged.  The Cash Disbursements for August 2021 were approved as printed (Aux. Book XIX F(7)).  (Holmes/Haitam/P)

 

STANDING REPORTS

Zoning Administrator  (Perry)   BHV is now receiving more information from Ann Arbor Township regarding permits/inspections/certificates of occupancy/etc. to facilitate the project oversight process.  BHV Zoning review now also includes more details of interior modifications that are addressed in the Zoning Ordinance, such as home occupations and accessory dwelling units.

 

Planning Commission  (Hensinger)   The September 14, 2021 Planning Commission meeting was canceled and is being rescheduled.  There is an open seat on the Commission due to the resignation of Andre Zoldan.

 

COMMITTEE REPORTS
Community Activities  (Darden)   Plans are well underway for the Fall Picnic being held on Sunday September 19, 2021.  RSVP responses are currently over 100, well up from the average attendance of 60 in the past.  The trolleys have been reserved for the Halloween event on Saturday October 30, 2021, with contingent plans in case COVID conditions are a greater concern by then.

 

Security  (Holmes)   Three security cameras have been purchased at a sale price well below the approved $5000.  As agreed, the cameras will not be installed until language is approved by the Board to address issues of use, privacy, and technical capabilities.  The Committee expects to have the language document ready for Trustee review at the October 11, 2021 meeting.

 

Environmental  (Hensinger)

–Application for Year 3 of the Deer Management Plan has been submitted to EGLE.  The harvest request has been increased from 50 to 100; final determination is up to EGLE.

–Trustee Sharon Popp has assembled a subcommittee focused on Climate Resilience.

She has been invited to represent BHV on the Ann Arbor Township Climate Resilience Committee, and is gathering information from Ann Arbor City and other resources for the BHV committee to study/discuss.

–Information was published in a recent Barton Bulletin about oak wilt, a deadly threat to oak trees that has been reported in Washtenaw County.  The article included resources for residents to contact immediately if they suspect oak wilt is present.

 

Water  (Popp)

–The lawsuit intervention regarding the proposed Warren Road housing project was successful, although there are many issues still to be addressed.

–In considering the proposed Maple Ridge development on Whitmore Lake Road, the Ann Arbor Township Planning Commission has added the condition of assurance that  BHV/other current aquifer users will not be adversely impacted by the additional water draw.

 

Roads  (Hnatow for Al-Awar)     The new garbage truck is now in service.  Road striping has been completed.  Speed table painting and pothole patching will be done as soon as weather permits.  Brush will be trimmed at the Upper Entrance to improve visibility.

President Smith will share information on the MDOT M-14/Barton Drive Road Safety Audit when it becomes available.

 

Long Range Planning  (Haitam)   The committee is still being formed.

 

Zoning/Planning  (Hensinger)   No report.

 

Human Resources  (open)

 

UNFINISHED BUSINESS     Proposed Ordinance No. 58 was published in the Barton Bulletin; no public comment was received.  The Ordinance, which amends BHV Code Chapter 15, Section 2.31 to increase the distance trees must be kept trimmed above the road right of way from 10 feet to 13 ½ feet, was adopted.  (Popp/Conlin/P)

 

NEW BUSINESS   A water leak near the Upper Entrance will be repaired as soon as the contractor is available.
