MINUTES OF BOARD MEETING  

TRUSTEES OF BARTON HILLS VILLAGE

October 8, 2018 

The regular meeting of the Board of Trustees was called to order by President Boddie at 6:00 PM at Walter Esch Hall.

ROLL CALL     Present:  Trustees Al-Awar, Benson, Boddie, Butterwick, Langford, MacKrell, Popp, Smith and Torres.   Absent:  None.

Others attending:  ZA Perry, Asst. Treas. King, Supt. Hnatow, BHMC President Curtner and one resident.

PUBLIC COMMENT    None.

 

MINUTES     Minutes of the September 10, 2018 Trustees meeting were approved as printed.  (Butterwick/Smith/P)  

 

BOARD RECOGNITION     President Boddie and Trustee Langford were honored on the occasion of their final meeting as BHV Trustees.  Both have served on the board and in positions of leadership for a number of years.  Appreciation was expressed for their significant contributions to the welfare of the BHV community.  Refreshments were enjoyed following the meeting.

 

FINANCE/FINANCE COMMITTEE    The Cash Balances report was distributed.  The Cash Disbursements for September 2018 were approved as printed. (Aux. Book VII F)  (Butterwick/Smith/P)    

The Employee Manual was amended to allow employees to participate in group health care and/or defined contribution savings plans after 90 days of employment rather than the current 12-month waiting period.  (Al-Awar/Popp/P)   

The ballot for Michigan Municipal League Liability Pool Board members was approved as presented.  (MacKrell/Al-Awar/P)   

A letter was received from the Michigan Department of Transportation regarding Act 51 funding, stating that review indicated BHV was not entitled to these funds and would be expected to return funds already received (currently in BHV Motor Vehicle Highway Fund).  Mr. Boddie will consult with Atty Burns.

Zoning Administrator  (Perry) No report.

Planning Commission  (MacKrell) No report.

 

COMMITTEE REPORTS

Recreation  (Benson)     The Annual Fall Picnic and Esch Dedication were a great success with 123 people in attendance (88 residents plus the Esch family and BHV staff).  The Recreation Committee will look into the cost of purchasing tables and chairs (which were rented the past two years).  Response is also good for the upcoming Halloween event.

Environmental  (Butterwick/MacKrell) No report.

Long Range Planning  (MacKrell) No report.

Personnel  (Langford) No report.

Roads/Vehicles  (Al-Awar) No report.

Security  (Butterwick) No report.

Water  (Torres) No report.

 

UNFINISHED BUSINESS    

–Special Assessment District (SAD).  The proposed petition form was approved as amended (Item 5 deleted).  (Smith/Butterwick/P)  The petition forms will be distributed to all residents with a cover letter and property ID information as soon as possible.  The BHV President was authorized to sign on behalf of properties owned by BHV (excepting the parcels described as roads).  (MacKrell/Butterwick/P)   

–The Vegetation Subcommittee has met twice, and is focusing on safety concerns relative to hazardous trees.
