MINUTES OF BOARD MEETING

TRUSTEES OF BARTON HILLS VILLAGE

 April 12, 2021

The regular meeting of the Board of Trustees was called to order by President ProTem Hensinger at 6:00 PM via online video/phone conference due to the COVID-19 pandemic.

ROLL CALL     Present:  Trustees Al-Awar (Barton Hills Village, Washtenaw County, MI), Benson (Barton Hills Village, Washtenaw County, MI), Conlin (Barton Hills Village, Washtenaw County, MI), Haitam (Lake Whitney, Hill County, TX), Hensinger (Barton Hills Village, Washtenaw County, MI), Holmes (Barton Hills Village, Washtenaw County, MI), Popp (Barton Hills Village, Washtenaw County, MI), and Smith (Sandusky, Sandusky County, OH).   Absent:  Trustee Nicoli.
Others attending:  Asst. Treasurer Carey, ZA Perry, Supt. Hnatow, ZH Malan, BHMC Treasurer David and five residents.

 

MINUTES     Minutes of the March 8, 2021 Trustees meeting were approved as printed.  (Popp/Al-Awar/P)                                                                                         

 

ANN ARBOR RUNNING COMPANY     Request from the Ann Arbor Running Company for permission to have a recreational run of 30-50 people on Saturday June 12, 2021 from 8:30-10:00 AM was denied.  Concerns were voiced about the safety of that many people on the roads, and increased liability with no benefit to the residents.  (Motion to approve Popp/Smith/failed with Hensinger, Pop and Smith voting yes, Al-Awar, Benson Conlin, Haitam and Holmes voting no)   The Ann Arbor Running Company representative arrived later in the meeting and was informed of the decision.  Mrs. Esch will send a written response as well.

 

PUBLIC COMMENT     None.

 

FINANCE/FINANCE COMMITTEE  (Benson/Carey)     The March 2021 Budget to Actual and March 2021 Cash Balances reports were acknowledged.  The Cash Disbursements for March 2021 were approved as printed (Aux. Book XIX F(2)).   (Al-Awar/Conlin/P) 

 

STANDING REPORTS

Zoning Administrator  (Perry)   No report.

Planning Commission  (Hensinger)   The Commission continues to work on updating the Master Plan (discussion later in this meeting) and the Village ordinances.

 

COMMITTEE REPORTS
Roads  (Al-Awar)   The Joint Roads Committee met with Supt. Hnatow to identify paving projects, estimated at $65,000-68,000 depending on material costs.  Placement of new signage was discussed.

Water  (Popp)   No report.

Security  (Holmes)   No report.

Environmental  (Hensinger)   No report.

Community Activities  (Esch for Nicoli)   An outdoor popsicle event is being planned by the Committee for the end of the school year if it can be done safely at that time.

Zoning/Planning  (Hensinger)   No report.

Human Resources  (Esch for Nicoli)   The Board-approved bonuses were distributed to the staff at the end of March.  Ms. Carey expressed appreciation on behalf of the staff.

Long Range Planning  (open)   No report.

 

UNFINISHED BUSINESS     None.

 

NEW BUSINESS     The Trustees discussed the proposed revisions to the Master Plan submitted by the Planning Commission.  No action was taken.

There being no further business or objections, the meeting was adjourned at 7:12 PM.
