MINUTES OF BOARD MEETING
TRUSTEES OF BARTON HILLS VILLAGE
August 9, 2021
The regular meeting of the Board of Trustees was called to order by President Smith at 6:00 PM via online video/phone conference due to the COVID-19 pandemic.
ROLL CALL Present: Trustees Al-Awar (Barton Hills Village, Washtenaw County, MI), Benson (Bay Harbor, Emmet County, MI), Conlin (Ann Arbor, Washtenaw County, MI), Haitam (Ann Arbor, Washtenaw County, MI), Hensinger (Barton Hills Village, Washtenaw County, MI), Holmes (Barton Hills Village, Washtenaw County, MI), Popp (Barton Hills Village, Washtenaw County, MI), and Smith (Barton Hills Village, Washtenaw County, MI). Absent: Trustee Darden.
Others attending: Asst. Treasurer Carey, Supt. Hnatow, ZH Malan, BHMC President Curtner, three residents and one guest.
WASHTENAW COUNTY SHERIFF Washtenaw County Sheriff’s Department (WCSD) Lt. Katrina Robinson introduced herself and summarized the work of WCSD in BHV and the surrounding area. She encouraged communication between the WCSD and BHV as the groups work together to enhance security and safety in the community. Lt. Robinson’s comments will be shared in the Barton Bulletin as appropriate.

MINUTES Minutes of the July 12, 2021 Trustees meeting were approved as printed. (Hensinger/Holmes/P)
FINANCE/FINANCE COMMITTEE (Benson/Carey) The July 2021 Budget to Actual and July 2021 Cash Balances reports were acknowledged. The Cash Disbursements for July 2021 were approved as printed (Aux. Book XIX F(6)). (Benson/Conlin/P)
STANDING REPORTS
Zoning Administrator (Perry) No report.
Planning Commission (Hensinger) No report.
COMMITTEE REPORTS
Community Activities (Benson for Darden) The Fall Picnic is scheduled for Sunday September 19, 2021 from 4-6 PM. Halloween plans are being discussed. It was noted that the cost of the trolley has risen considerably.
Environmental (Hensinger) Mr. Hensinger’s written report was discussed:
–BHMC has contracted with their consulting firm ECT for the next step in the Barton Pond project, which is to modify the EGLE permit application for drawdown only. The Trustees approved not more than $2,500 to share in the cost of the $4,900 contract. (Hensinger/Conlin/P) with Al-Awar, Conlin, Hensinger, Holmes, Popp and Smith voting yes; Benson and Haitam voting no.
–Barton Boat Club has purchased mats ($400 each) for use along the water’s edge to cover the mucky bottom so boaters can launch their crafts more easily. The mats also kill the weeds underneath them. Since nearly 60 BHV residents store their boats at the Club site at no cost, the Trustees approved $1,200 to help Barton Boat Club defray the cost of purchasing more mats. (Hensinger/Popp/P)
–Work has begun on the application for Year 3 of the Deer Management Plan. Greg Saldana will again lead the project.
–Trustee Sharon Popp will lead a subcommittee under the Environmental Committee focused on Climate Resilience, studying Ann Arbor Township and Ann Arbor City Climate Resilience programs for ideas relevant to BHV.
Vacancy Process (Conlin) The Committee’s written report was accepted as board procedure for filling future vacancies on the Board of Trustees. (Conlin/Holmes/P) Benson left
Security (Holmes) After considerable discussion, the Trustees approved funding not to exceed $5000 for the purchase of security cameras for the three BHV entrances. The cameras will not be installed until language is approved by the Board to address issues of use, privacy, and technical capabilities. (Holmes/Conlin/P) with Conlin, Haitam, Hensinger and Holmes voting yes; Al-Awar, Popp and Smith voting no.
Water (Popp) No report.
Roads (Al-Awar) Paving has been completed, with striping, shoulder work, and pothole repair still to be done. The new garbage truck was delayed in Canada for recall work but is expected to be delivered soon
Long Range Planning (Haitam) The committee is still being formed.
Zoning/Planning (Hensinger) No report.
Human Resources (open)
UNFINISHED BUSINESS Meeting format will continue to be dependent on the fluctuation of COVID infection rates, to ensure the safety of Trustees, residents and staff.
President Smith will continue to share information as it becomes available through her participation in the Michigan Department of Transportation M-14/Barton Drive/Main Street area Road Safety Audit.
NEW BUSINESS BHV Code Chapter 15, Section 2.31 will be amended to increase the distance trees must be kept trimmed above the road right of way from 10 feet to 13 ½ feet. This will match the Ann Arbor Township standard. The proposed amendment will be published in the Barton Bulletin for public comment.
