MINUTES OF SPECIAL BOARD MEETING
BARTON HILLS VILLAGE

October 27, 2021

The Special Meeting of the Board of Trustees was called to order by President Smith at 6:01 PM via online video/phone conference due to the COVID-19 pandemic.

 ROLL CALL     Present:  Trustees Al-Awar (Barton Hills Village, Washtenaw County, MI), Benson (Barton Hills Village, Washtenaw County, MI), Conlin (Barton Hills Village, Washtenaw County, MI), Hensinger (Barton Hills Village, Washtenaw County, MI), Popp (Barton Hills Village, Washtenaw County, MI), and Smith (Strongsville, Cuyahoga County, OH).

Absent:  Trustees Darden, Haitam and Holmes.
Others attending:  ZH Malan, BHMC President David, and nine residents.

 

The purpose of the Special Meeting was to discuss Barton Pond and a potential grant.

 

PUBLIC COMMENT     BHMC President David expressed support for the meeting topic and appreciation for all who worked very hard in a short time to prepare the necessary information to be discussed.

 

BARTON POND     President Smith read portions of the Executive Summary that was distributed to all Trustees prior to the meeting.  The topic before the Board was to decide whether or not the Village should apply for a state grant to study and remediate invasive species in Barton Pond.  Following discussion, four motions were approved.

 

Motion   The BHV Trustees approve submitting a proposal to the State of Michigan, due on November 1, 2021, for up to $225,000 over three years to prevent, eradicate, and control aquatic and/or terrestrial invasive species in Barton Pond. The Village is the lead organization on the proposal, with the Barton Hills Maintenance Corporation and Barton Boat Club as partners.  (Al-Awar/Hensinger/P)

 

Motion   Further, the Trustees approve the Village providing 50% of the requisite 10% matching funds. This 50% figure is understood to be up to $11,250 total, spread over a three-year period.  (Hensinger/Conlin/P)

 

Motion   And, if the grant is approved, the Trustees approve utilizing funds from the Public Improvement Fund to pay expenses, which will then be reimbursed by the State via the grant.  (Benson/Conlin/P)

 

Motion   Assuming the grant is approved, the Trustees approve commencing grant-related activities within 60 days of award.  (Al-Awar/Hensinger/P)
