MINUTES OF BOARD MEETING             

TRUSTEES OF BARTON HILLS VILLAGE

 

 January 13, 2020

 

The regular meeting of the Board of Trustees was called to order by President Torres at 6:00 PM at Walter Esch Hall.

 

ROLL CALL     Present:  Trustees Al-Awar, Benson, Butterwick, Hensinger, Popp, Saldana, Torres and Turner.   Absent:  Trustee Smith.

Others attending:   ZA Perry, Supt. Hnatow, BHMC President Curtner, two guests and five residents.  New Assistant Treasurer Desiree Kirkland and new Administrative Assistant Traci Lloyd were introduced and welcomed to the BHV staff.

 

WALL PERMIT     Application for construction of landscape walls 340 Barton North Dr.

–The project was introduced by ZA Perry, followed by a presentation by the architect (contractor also present).  The Trustees received the application/plans/supporting documents prior to the meeting.

–The Public Hearing was convened at 6:06 PM.  There being no comment, the hearing was closed.

–The permit for construction of landscape walls at 340 Barton North Drive, as shown in plans submitted on November 15, 2019 and following, was approved.  (Turner/Al-Awar/P)

 

SOLAR PERMIT     Application for rooftop solar installation at 340 Barton North Dr.

–The project was presented by the architect, who noted that solar tubes installed on the garage roof will provide radiant heat for flooring in the home and for the outdoor pool.

The Trustees received the application/plans/supporting documents prior to the meeting.

–The Public Hearing was convened at 6:08 PM.  There being no verbal comment, the hearing was closed.  Three neighbors contacted the BHV office by phone prior to the meeting and had no objections.

–The permit for rooftop solar installation at 340 Barton North Drive, as shown in plans submitted on November 15, 2019 and following, was approved. (Turner/Butterwick/P)

 

APPOINTMENTS     The following appointments made by President Torres were approved by the Board:  Planning Commissioners Robert Hensinger (1 year term), Greg Curtner (3 year term) and Laura Weingartner (3 year term); Zoning Administrator Randolph Perry (1 year term).  (Popp/Benson/P)

 

ENVIRONMENTAL COMMITTEE    Progress on the Deer Management Program Implementation Plan 2020 was discussed.  The following recommendations from the Committee regarding the Plan were approved.

–The committee was authorized to continue with the Plan and to engage legal counsel to review necessary documents, and

–A special meeting of the Board of Trustees will be called as needed to review/approve the contract with Aaron’s Nuisance Animal Control, as well as any other matters pertinent to the project.  (Popp/Hensinger/P)


PUBLIC COMMENT
     BHMC President Curtner spoke regarding BHMC concerns with and support of the Deer Management Plan.

Chair of the meeting passed to President ProTem Hensinger; President Torres left.

 

MINUTES     Minutes of the December 9, 2019 Trustees meeting were approved as printed.  (Turner/Butterwick/P)     

 

FINANCE/FINANCE COMMITTEE     The Cash Disbursements for December 2019 were approved as printed (Aux. Book XII F(8)).  (Al-Awar/Hensinger/P)  The Cash Balances and Budget to Actual reports were distributed.  The committee is working on the 2020-21 budget for presentation at the February 10, 2020 Board meeting.     

 

STANDING REPORTS

Zoning Administrator  (Perry)  No report.

Planning Commission  (Hensinger)  No report.

 

COMMITTEE REPORTS
Recreation  (Benson)  The Committee is working on two events:

–Movie night on Tuesday March 10, 2020 at Walter Esch Hall. The movie will be chosen for children age 5-13; children under 5 must be accompanied by a parent.

–Retirement reception for Chris Ward on Sunday January 26, 2020, 2-4 PM at Walter Esch Hall.

 

Security  (Butterwick)

–Camera installation in the BHV maintenance area is nearly complete.  Signs indicating Neighborhood Watch/Video Cameras in Use were posted at the three Village entrances.

–A home invasion was reported on Corrie Road.  The home security system was not completely activated, and BHV Security was not informed of the resident’s absence.  Washtenaw County Sheriff’s Department is investigating.

 

Human Resources  (Torres)  No report.

Long Range Planning  (Turner)  No report.

Roads  (Al-Awar)  No report.

Water (Popp)  No report.

Zoning/Planning  (Hensinger) No report.

 

UNFINISHED BUSINESS     Several suggestions for the Hazard Mitigation Plan review were offered.  Trustees Butterwick and Popp will work on the Plan update.     

 

NEW BUSINESS     None.

 

There being no further business or objections, the meeting was adjourned at 7:06 PM.
