MINUTES OF BOARD ANNUAL MEETING
TRUSTEES OF BARTON HILLS VILLAGE
March 14, 2022
The Annual Meeting of the Board of Trustees was called to order by President Benson at 6:25 PM at Barton Hills Country Club plus online video/phone conference.
ROLL CALL Present: Trustees Al-Awar, Benson, Conlin, Darden, Haitam, Hensinger, Holmes and Smith; Popp online (Barton Hills Village, Washtenaw County, MI/ADA accommodation). Absent: None.
Others attending: ZA Capozza, Asst. Treasurer Carey, Supt. Hnatow, ZH MDarden, BHMC President David, and twenty-two residents.
MINUTES Minutes of the February 14, 2022 Trustees meeting were approved as printed. (Smith/Holmes/P with Al-Awar abstain)
PUBLIC BUDGET HEARING The Public Budget Hearing was convened at 6:27 PM.
–Two speakers supported amending the budget to include a special assessment district for road maintenance.
–One speaker was opposed to the suggestion of including a special assessment district for road maintenance (full written comment sent prior to the meeting attached).
–One speaker was against spending any more money on legal fees/time discussing road maintenance funding.
–One speaker disagreed with the negative description a previous speaker used to characterize the current road maintenance funding process.
The Public Budget Hearing was closed at 6:37 PM.
FINANCE/FINANCE COMMITTEE (Haitam/Carey) Treasurer Haitam gave an oral presentation of the 2022-2023 budget synopsis and the proposed resolutions.
Motion The Resolution Request for Budget Revision FY 2021-2022 was approved. (Smith/Holmes/P)
Motion The Resolution to Adopt FY 2021-2022 Amended Budget was approved. (Smith/Conlin//P)
Motion Following discussion of water issues, the Resolution to adopt FY 2022-2023 Budget, Section 8, Dept. 536 was amended to add “Corrie” to “Hillspur and Colliston” water line engineering fees. The resolution was approved as amended. (Smith/Holmes/P with Haitam abstain)
The February 2022 Budget to Actual and February 2022 Cash Balances reports were acknowledged. The Cash Disbursements for February/March 2022 were approved as printed (Aux. Book XIX F(12)). (Hensinger/Smith/P)
ANNUAL REPORTS The annual committee reports were printed in the Barton Bulletin Vol. LXVIII No. 5. Treasurer Haitam read the Finance Committee report aloud, suggesting more collaboration between the committees and the Finance Committee in the development of the draft budget throughout the year. The increased resident participation on the committees was noted/supported. Public Comment concerning the reports included encouragement for more efficient use of financial institution options, and a question about the future use of the North 40 (to be addressed at the BHMC Annual Meeting immediately following the close of the BHV meeting). The Annual Reports as printed in the Barton Bulletin were accepted. (Smith/Conlin/P)
PUBLIC COMMENT Resident comments on other topics:
–suggestion to contact the Michigan Department of Transportation about moving the large green sign just outside the Lower Entrance that diminishes the otherwise attractive view along Barton Shore Drive from the Village Green to the Lower Entrance.
There being no further business or objections, the meeting was adjourned at 8:42 PM.
