MINUTES OF BOARD MEETING
TRUSTEES OF BARTON HILLS VILLAGE
November 9, 2020
The regular meeting of the Board of Trustees was called to order by President ProTem Hensinger at 6:00 PM via online video/phone conference due to the COVID-19 pandemic.
ROLL CALL Present: Trustees Al-Awar, Benson, Conlin, Hensinger, Holmes, Nicoli, Popp, Saldana and Smith. Absent: None.
Others attending: ZA Perry, Supt. Hnatow, BHMC President Curtner, ZH Malan, three BHMC officers and two residents.
Newly elected Trustees Conlin and Holmes, and returning Trustees Al-Awar, Popp and Smith were sworn in and seated on the Board.
ORGANIZATION Carla Smith was nominated for the office of President. Three other nominations were made, but with no seconds. Ms. Smith was elected. (Popp/Nicoli/P with Benson and Saldana voting no) Ms. Smith assumed chair of the meeting.
Robert Hensinger was nominated for the office of President Pro Tem. There being no further nominations, Mr. Hensinger was elected. (Popp/Al-Awar/P with Benson abstain)
Sarah Nicoli was nominated for the office of Clerk. There being no further nominations, Ms. Nicoli was elected and took the oath of office. (Al-Aawar/Popp/P with Saldana voting no)
The following appointments were made by the President: Treasurer Linda Benson, Assessor Randy Perry, and Deputy Clerk Jan Esch. The Assistant Treasurer and Attorney appointments are under consideration.
Trustees were asked to discuss their committee preferences with the President. Committee assignments will be confirmed at the next meeting.
OUTGOING TRUSTEES The following resolutions were adopted. (Al-Awar/Conlin/P)
BE IT RESOLVED that since FORREST BUTTERWICK has served as a Barton Hills Village Trustee since 2000, and whereas he has brought enthusiasm, skill and wisdom to this volunteer position, serving as Clerk and chairing several committees along with other duties, the members of the Board of Trustees wish to thank Mr. Butterwick wholeheartedly for his contributions to the Board and his loyalty and dedication to the Barton Hills community, and extend their best wishes to him.
BE IT FURTHER RESOLVED that this resolution be recorded in the minutes of the Barton Hills Village Board of Trustees.
BE IT RESOLVED that since ALICIA TORRES has served as a Barton Hills Village Trustee since 2016, and whereas she has brought enthusiasm, perseverance, skill and wisdom to this volunteer position, serving as President and chairing several committees along with other duties, the members of the Board of Trustees wish to thank Ms. Torres wholeheartedly for her contributions to the Board and her loyalty and dedication to the Barton Hills community, and extend their best wishes to her.

MINUTES Minutes of the October 12, 2020 Trustees meeting were approved as printed. (Hensinger/Popp/P)
FINANCE/FINANCE COMMITTEE The October 2020 Budget to Actual and October 2020 Cash Balances reports were reviewed. Mr. Conlin and Treasurer Benson will research/report on options for ensuring optimal stability of all BHV funds. The Cash Disbursements for October 2020 were approved as printed (Aux. Book XVI F(7)). (Al-Awar/Hensinger/P) An applicant for the position of Assistant Treasurer is well along in the interview process.
STANDING REPORTS
Zoning Administrator (Perry) No report.
Planning Commission (Hensinger) No report.
COMMITTEE REPORTS
Environmental (Saldana) The Department of Natural Resources supports the BHV application for harvest of 75 deer this winter. The committee expects to present a proposal from Aaron’s Nuisance Animal Control for approval at the December 14, 2020 Trustees meeting.
Human Resources (open) The new committee chair will continue discussion with the applicant for the Assistant Treasurer’s position.
Long Range Planning (open) No report.
Recreation (Benson) The new format Halloween event on October 30, 2020 was successful, thanks to the efforts of enthusiastic resident volunteers and staff. Seventeen families attended, enjoying the various stations in the maintenance yard and concluding with pizza to take home or eat while watching the outdoor movie.
Roads (Al-Awar) The replacement electronic speed signs have been installed, and speed tables are being repainted. The subcommittee on road safety (Al-Awar, Nicoli, Popp and resident Paul Izenberg) expects to have a presentation on sign updates/safety measures at the December 14, 2020 Trustees meeting. Paving issues were discussed.
Security (open) Security and privacy are very important to residents. The committee to date has done significant research, and implementation of security measures. A recent security incident was discussed, with suggestions for the new committee to consider.
Water (Popp) The committee is following the progress of proposed developments north/east of BHV.
Zoning/Planning (Hensinger) No report.
