BARTON HILLS VILLAGE PLANNING COMMISSION SPECIAL MEETING

October 1, 2019

Purpose: site plan review of Roskamp project 525 Hillspur Road

The special meeting of the BHV Planning Commission was called to order by Chair Weingartner at 6:00 PM at Walter Esch Hall.

ROLL CALL Present: Commissioners Curtner, Hensinger, MacKrell, Richards Wallace, Weingartner and Zoldan. Absent: None. Others present: Zoning Administrator Randy Perry, applicants Andrew and Monica Roskamp, and architect Joseph Mosey.

Mr. Roskamp introduced his family, gave some family background and described their proposed new construction as hopefully their “forever home”. Mr. Mosey gave a presentation of the project on the large screen TV, which included: — existing home will be demolished; new home sited at the same location; garage wing and master bedroom wing extend beyond the original footprint –design concept is quiet, using natural materials in soft colors with a dark roof; home will settle into the sloping topography of the lot –design focuses on various views of the river, including a front door/back window wall open sightline –structure has grounding stone features with rooflines cascading downward –tree removal will be kept to a minimum; protection of a 36” maple signature tree –roof will be dark bronze metal with matching eaves/windows; sides stucco and natural stone –no encroachment in the set backs; height is within zoning requirements –energy efficient; closed loop geothermal system is contemplated but not certain –construction expected to begin fall 2019; 18-24 months or less to complete

The consultant’s report and other topics were discussed. The Commissioners were favorably impressed with the project. It was noted that the Barton Hills Maintenance Corporation Board of Directors unanimously approved the project at their recent review. Neighbors have been notified/invited to attend the review meetings; no neighbor comments have been received by the BHV Clerk.

Based upon the information received from the applicant, the findings and recommendations in the Carlisle/Wortman Associates review letter of September 27, 2019, and the additional information reflected in the minutes of this meeting, the Planning Commission finds that the Site Plan as submitted by Andrew and Monica Roskamp, with the latest revision date of September 4, 2019, for construction of a new house at 525 Hillspur Road, meets the required standards and findings for Approval pursuant to Section 6.05 –Standards for Granting Approval of the Zoning Ordinance and

grants approval for the Site Plan, with the following conditions:

A. Barton Hills Village Board of Trustees approves the proposed retaining walls illustrated on the plans after holding a public hearing.

B. The lower level garage space, driveway to that space, and related retaining walls are eliminated.

C. The applicant addresses the recommendations as listed on page 6 in the Carlisle/Wortman Associates review letter, with notes as listed below, and provides revised plans to the Village for administrative review, and approval. –Page 2, item 2b waived –Page 4, driveway may be adjusted to preserve additional existing trees as feasible.
