PLANNING COMMISSION MEETING

VIRTUAL MEETING

 

October 12, 2021

 

 

The regular meeting of the BHV Planning Commission was called to order by Chair Weingartner at 6:02 PM. Due to the COVID-19 pandemic, in order to practice social distancing, and as authorized under the Open Meetings Act, MCL 15,261, et.seq., as amended, this meeting was held via the Zoom video/conference call platform.  Commissioners identified their location during roll call, as required.

ROLL CALL     Present:  Commissioners Caldwell (Saline, Washtenaw County, MI), Hensinger (Barton Hills Village, Washtenaw County, MI), MacKrell (Barton Hills Village, Washtenaw County, MI), Richards (Barton Hills Village, Washtenaw County, MI), and Weingartner (Barton Hills Village, Washtenaw County, MI).

Absent:  Commissioners Curtner and Wallace.    Others present: ZA Perry and BHV President Smith.

 

Andre Zoldan resigned from his position due to his move from Barton Hills Village.  Walter Caldwell was appointed by President Smith to complete the term, which will expire in January 2022.  Mr. Caldwell was welcomed to the Commission.

 

PUBLIC COMMENT     None.

MINUTES     The minutes of the June 8, 2021 meeting were approved as printed. (Richards/Hensinger/P unanimously)                                                                     

COMMUNICATIONS/ANNOUNCEMENTS     None.

REPORTS     None.

UNFINISHED BUSINESS

Master Plan 5-Year Review   Mr. Hensinger and Mr. MacKrell will work on the update of the changes suggested to date.  Since there is no deadline to complete the review, and language may be added concerning climate resiliency and accessory dwelling units, the review will continue.

Ordinance Update   Topics discussed, in order of priority determined by the Commissioners:

–Solar.  The BHV Trustees requested that the solar language include ground-based solar, which would broaden the discussion to include commercial uses on applicable non-residential parcels.  Mr. Perry and Ms. Weingartner have been working on this.

–Accessory dwelling units (ADU).  The Trustees have requested that the Planning Commission research this topic, with a specific report including recommendations due back to the Board in eight months.  The Commissioners agreed to take on this task.

–Trees.  A preliminary draft had been discussed previously.  BHMC has recently added language to their Architectural Guidelines requiring approval of tree removal, even if there is no construction project involved.

–Steep slopes.  A preliminary draft had been discussed previously.

Given the deadline for the ADU report, Commissioners Caldwell, Hensinger, and Weingartner will meet the first week of November to begin the work.

 

NEW BUSINESS

–Stormwater.  As projects continue to grow in size and complexity, stormwater issues will be increasingly important.  Climate resilience concerns include retaining stormwater on site and not increasing water run off into the Huron River/Barton Pond.

–Performance bond for road damage caused during construction projects.  BHMC is considering this topic, which was also raised at the October 11, 2021 Trustees meeting.

 

The Planning Commission meeting scheduled for December 14, 2021 was cancelled.  The next Planning Commission meeting was set for January 11, 2022.
