NEIGHBORHOOD CONVERSATION WITH MDOT  M-14/Barton Drive Interchange

MDOT representatives will provide information and answer questions about the possible options for improvement of the interchange based on safety and environmental concerns.

It is vital that BHV residents understand and provide feedback on this project, as this access point is essential to our community.

STUFF A SCARECROW!     Sunday, October 2, 2022     10:00–11:30 AM     Village Green

Join the fun and create a Halloween scarecrow.  Participants should bring an old shirt and pants; other materials/supplies will be provided and light refreshments will be served.

 

Information about the Halloween Pizza Party/Trolley Trick or Treating will be distributed soon.  The event will be held on Saturday, October 29, 2022 from 5:00 – 8:00 PM.

 

 

2022 ELECTION     The General Election will be held on Tuesday, November 8, 2022.

There is a race among 7 candidates to fill 5 seats on the BHV Board of Trustees.
 Seven amendments are proposed to bring the BHV Charter into compliance with state law.

Governor and other state/county offices and proposals are on the ballot.
Sample ballots can be viewed at michigan.gov/vote.

Absentee ballots are available from the Ann Arbor Township office and must be returned to the Township Office no later than 8:00 PM on Election Day (November 8)

The meeting will include public hearings for a solar permit (320 Juniper Lane) and a wall permit (490 Barton Shore Drive).  Public comment on the projects may be submitted in writing to Barton Hills Village prior to the meeting, or in person during the meeting.

PLANNING COMMISSION MEETING     Tuesday October 11     Walter Esch Hall
Public Hearing  Master Plan Amendment             6:00 PM


The Planning Commission will hold a public hearing to receive comment on the proposed amendments to the Barton Hills Village Master Plan.  This is the first amendment proposal since the Master Plan was adopted in 2010, and is part of the required 5-year review process.   There are no drastic changes but information has been added/updated regarding Olmsted history, environment, and technology. The 2010 and 2022 Master Plan documents are posted on the BHV website, and are available for inspection at the Clerk’s office.

 

WATER METER READING     BHV staff will be coming to your house (when you’re home) during the month of October to read your water meter for the annual billing.  If you prefer, you can take a photo of the dial numbers on your meter and email it by October 21 to the office at bhvclerk@bartonhillsvillage.org.  Be sure to put your name/address in the email.

WATER ORDINANCE CHANGES
     As part of the long range plan for maintenance and improvement of the BHV municipal water system, the Board of Trustees voted to amend the BHV Code to 1) increase water rates, and 2) improve water payment collection.  The rate increase will become effective November 1, 2022, so will apply to next year’s water usage.  Concerns for water conservation as well as financial stability led to the increase which will put BHV rates about in the middle of the range of rates of surrounding communities.  The Trustees will vote on the changes (indicated in italics) at their October 10, 2022 regular meeting.

 

Barton Hills Village Code Chapter 9 – Water Rates

1:90 — Definitions

Unless the context indicates otherwise, the meaning of terms used in this chapter shall be as follows:

  1. “Premises” shall mean each lot or parcel of land, building or premises having any connection to the Water Distribution System of Barton Hills Village.
  2. “Person” shall mean any individual, firm, association, public or private corporation or public agency or instrumentality.
  3. “Superintendent” shall mean Superintendent of the Village.

1:91 – Fixing Rates

Water service provided by the Village shall be charged at the rates determined by this Chapter.

1:92 – Water Service Rates

The rates to be charged for water service shall be: $3.99 $5.99 per 100 cubic feet with a minimum annual charge of $120.00.

1:93 – Water Service to the Village

The Village shall not pay for water service.

1:94 – Rate Revision

The water rates prescribed in this chapter may be altered by resolution of the Village Board of Trustees and when so changed shall be published at least once in a newspaper of general circulation in the Village.

1:95 – Billing

Water rates shall be billed to premises annually during each fiscal year. These annual bills shall represent charges for the period immediately preceding the date of the bill.  The bills shall be due and payable within 30 days from the date of the billing.  All bills not paid when due shall be considered delinquent.  Delinquent bills will be subject to a one time penalty of 7% plus 1% interest on the outstanding balance.  The 1% interest shall accrue monthly until the balance is paid.

1:96 – Collection

The Village expects prompt payments from its residents.  The Village is hereby authorized to enforce the payment of charges for water service to all premises according to the following collection policy.

  1. After the initial billing, payments are expected 30 days after the billing date. If a payment is not received, a past due notice will be generated within 7 days of the initial due date.
  2. The first past due notice will include in its balance a 7% penalty and 1% interest on balance outstanding. The first past due notice will have a due date of 30 days after past due billing date.
  3. If an account remains delinquent, a second past due notice will be generated within 7 days of the first past due date. The second past due notice will also add 1% interest to the outstanding balance and will have a due date of 30 days past the second past due billing date.
  4. If an account remains delinquent, a SHUT OFF notice will be generated within 7 days of the second past due notice. The shut off notice will also add 1% interest to the outstanding balance and will have a due date of 7 days past the shut off notice billing date.  after the second past due notice due date, the amount shall become a lien against the premises.  The Village Treasurer shall certify to the Tax Assessor the fact of such a lien.  The expense shall be entered by the Assessor to the next tax roll as a charge against the premises and shall be collected.  The lien shall be enforced in the same manner as general Village taxes.
  5. The Village reserves the right to discontinue service if deemed necessary. Where the water service to any premises is turned off to enforce the payment of water service charges, the water service shall not be recommenced until all delinquent charges have been paid. Additionally, a $50 turn on fee will be assessed and payable at the time of service restoration.
